In the fall of 1973, the Arab members of OPEC shut off the oil taps, and Detroit got busy making many of their full-sized land yachts a lot smaller. By model year 1977, the downsized fifth-generation Buick Electra was ready to go ... just in time for the 1979 Iranian Revolution to squeeze the supply of the black stuff even further. You won't see many of the 1977-85 Electras these days, but I spotted this faded but solid '79 Limited sedan in a Denver self-service yard last week. General Motors must have bought up the entire world's supply of blue velour around this time, because you'll see this stuff in just about every car they made for the following decade or so. By this time, GM was doing a lot of mixing-and-matching with engines from its various divisions, which meant you could buy an Oldsmobile 88 with a Chevrolet 350 V8 engine, a Chevrolet Monza with a Buick 231 V6 engine, or— as in this case— a Buick Electra with an Oldsmobile 350 V8 engine. GM finds steering flaw, decides it doesn't warrant a recall

Guess what? General Motors is back in the spotlight for not recalling something. This time, though, not only does the company have an argument against a recall campaign, but its position is supported by the National Highway Traffic Safety Administration. According to The New York Times, over 50 owners of GM vehicles have reported instances of stuck or seized steering after driving long distances without moving the wheel. One owner complained to NHTSA that the "locked" steering of their 2013 Buick Verano caused a collision with a concrete barrier in a construction zone. Along with the 2013 to 2014 model year Verano sedans, Chevrolet Cruze and Malibu sedans are also affected. Considering the popularity of those models, GM needs to have a reason for not issuing a recall, right? "Based on a very low rate of occurrence – ranging from less than one half to less than two incidents per thousand vehicles – and the fact that the condition is remedied when the wheel is turned, GM determined this was not a safety issue," spokesman Alan Adler told The Times. The company has, however, issued a technical service bulletin for owners that complain of the problem. The fix is nothing more than a software update that is covered for 10 years or 150,000 miles from new. NHTSA cited GM's actions, along with descriptions of the problems from customers, in its decision not to issue a recall, with spokeswoman Catherine Howden saying, "the symptoms described would be a brief, perceptible change in steering feel that has little to no effect on the driver's ability to safely steer the vehicle." "When terms like 'notchy,' 'stick,' 'slip' or 'feel' are used, it does not indicate a meaningful increase in steering effort," Howden told The Times via email. What do you think? 2022 Buick Encore starts at $25,795

The Buick Encore entered the market here for the 2013 model year, its combination of solid, practical, and premium-ish content working well enough to increase sales by about 10% every year until 2019. The shine on that first-year model was such that it was recently voted one of the best used-car buys under $10,000. Still in its first generation, the Encore soldiers into the 2022 model year with a few small changes. The biggest update for the 2022 Encore is a newer 1.4-liter four-cylinder engine with more power. The previous unit produced 138 horsepower and 148 pound-feet of torque; the new 1.4 will unleash 155 hp and 177 lb-ft. That engine will only be available on the Preferred trim — which is the only one left. In 2018, the Encore came in six flavors. Whittling reduced that to a base model and a Preferred model for 2021, and for next year the base departs. Also (kind of) under the hood, an electric heater and defroster replace the traditional heater core system, for faster toasties in cold climes.  The only change outside is the addition of an exterior temperature sensor. Inside, the eight-inch infotainment touchscreen shrinks to become a seven-inch touchscreen. The passenger's seatback will no longer fold flat, so Buick took the opportunity to add a seatback map pocket to the shotgun position. Buick will charge $25,795 for the 2022 Encore, that figure including the $1,195 destination charge. It's the same price as the 2021 Encore Preferred.  The continued paring of the lineup suggests GM is ready to wind the model down now that the tiny-bit-larger and more profitable Encore GX is killing the Encore in the sales race. Through the end of September, the Encore is down on its 2020 sales volume in the U.S. by about half, whereas the Encore GX has more than doubled its 2020 sales so far this year. Automotive News reported that the Encore will quit the U.S. market in 2023 without a replacement as the automaker digs into its electric efforts. GM Authority believes there's a chance the new-generation Encore sold in China could come here.
