Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. Ward's reveals annual 10 Best Engines list for 2013

Ward's Auto has released its annual 10 Best Engines award winners. The 2013 list covers the full width and breadth of the internal combustion spectrum, from a spate of efficient four-cylinders to the most powerful production V8 on the planet. As always, the entries must be available in a production vehicle in the first quarter of 2013 with an MSRP of less than $55,000. The supercharged 3.0-liter V6 from the Audi S5 held on for the fourth consecutive year, and BMW earned two spots on the list with its turbo 2.0-liter four-cylinder and turbo 3.0-liter inline-six.
Ford pulled in two awards for its 2.0-liter EcoBoost four-cylinder and and the supercharged 5.8-liter V8 from the Shelby GT500. Honda matched BMW and Ford with two wins of its own. Wards awarded the 2.4-liter four-cylinder from the Honda Accord Sport as well as the 3.5-liter V6 from the Honda Accord. Chrysler, General Motors and Subaru each garnered a spot on the list as well for the 3.6-liter V6 in the Ram 1500, the turbo 2.0-liter four-cylinder in the Cadillac ATS and the 2.0-liter four-cylinder the Subaru BRZ, respectively. BMW revises X1 to tide it over until replacement

It's been over five years since BMW first introduced the X1 at the 2008 Paris Motor Show, and a bit over a year since it brought the compact crossover to these shores. Soon the Bavarian automaker will replace the X1 with a new model based on the company's new front-drive architecture, but not before it gives it a few updates to keep it fresh.
Set to be unveiled at the Detroit Auto Show next month alongside the Z4 Pure Fusion Design and the new M3 sedan and M4 coupe, the enhanced X1 benefits from some new exterior accents, a spruced-up interior and new technology packed inside.
New air intakes in the bumper and integrated daytime driving lights distinguish the front end, with new wheel and color options available. Inside, certain versions get a new dashboard treatment, among other minor trim updates, and BMW has installed its latest ConnectedDrive suite to keep it up with the times.
