Recharge Wrap-up: Nissan Leaf in Puerto Rico, BMW i3 REx tax-free in NJ, BC2BC cancelled [UPDATE]

Envia Systems will develop battery technology for United States Advanced Battery Consortium (USABC), a subsidiary of the United States Council for Automotive Research (USCAR). The $7.7 million contract, co-funded by the US Department of Energy (DOE), involves a 36-month development program focusing on high-energy cathode and anode material for lithium-ion batteries and pouch cells for electric vehicles. The goal, of course, is to create better energy storage for less money in an effort to make commercial EVs more efficient and affordable. For the DOE, this also equates to energy security, energy independence and national security. Read more in the press release at the bottom of the page. The US and China have agreed to work together more closely on EVs, energy and climate issues. US Secretary of Energy Ernest Moniz went to Beijing for the sixth US-China Strategic and Economic Dialogue to meet with leaders. While there, Moniz and Wu Xinxiong of China's National Energy Administration (NEA) signed a memorandum of understanding allowing the DOE and NEA to share information regarding oil reserves. The groups will meet yearly to learn more about how each other manages petroleum stockpiles and policy. Moniz also met with Minister Miao Wei of the Chinese Ministry of Industry and Information Technology and signed an MOU to cooperate on electric vehicles and "related technologies," including the "inter-operability of electric vehicles." Read more at the Energy Department website. August's BC2BC all-electric vehicle rally, billed as the largest gathering of electric vehicles, has been cancelled. The event, which was to include a drive up the entire coast from Mexico to British Columbia with smaller events along the route, failed to bring in the needed sponsorship to hold the rally for its third year. A Facebook post from organizer Tony Williams also cited loss of venue and lack of support from automakers - "particularly Nissan and Tesla" - as hardships. The event was scheduled to take place August 9 through 17, with only battery electric vehicles invited to take part - no plug-in hybrids or range-extended vehicles. 2014 BMW 4 Series Coupe officially debuts, priced from $41,425*

Well, that didn't take long. Less than two hours after the first images of the 2014 BMW 4 Series Coupe leaked onto the Internet, we've been given the go-ahead to publish the whole kit and caboodle. And while we won't say we told you so, it looks as though the car's official details are standing true to our earlier predictions.
In other words, BMW will offer the 4 Series in 428i and 435i models, both of which can be had with xDrive all-wheel drive. Just like in the 3 Series, the 428i is powered by a 2.0-liter turbocharged inline four-cylinder engine, good for 240 horsepower and 255 pound-feet of torque, and the 435i gets BMW's turbocharged 3.0-liter inline-six making 300 hp and 300 lb-ft. In three of the four models, both a six-speed manual and eight-speed automatic transmission are available; the 428i xDrive can only be had with the auto 'box. The 428i (with rear-wheel drive, we assume) can hit 60 miles per hour in 5.7 seconds (though BMW doesn't specify with which transmission), and the 435i will do that same sprint in 5.3 seconds with the manual and five seconds flat with the eight-speed auto.
We've already dissected the 4 Series' visuals, but the numbers show just how different it is from the 3 Series sedan. The 4 Coupe is one-tenth of an inch longer overall, while riding on the same 110.6-inch wheelbase, is 0.6 inches wider, and has a roofline that's a full 2.7 inches closer to the ground. It looks sleek, incorporating BMW's new design language from the 3 Series with an overall profile that's similar to the larger 6 Series coupe.

BMW says current M3 sold out, no new AWD M models planned

Car and Driver asked the head of BMW M, Friedrich Nitschke, a few questions about what the go-fast division had in mind for the future, and was rewarded with some enlightening answers. The best news to purist ears is that Nitschke said customers don't want all-wheel drive on their M cars, so it's the rear wheels alone that will propel new product into the future. If you want both an M badge and four driven wheels, it's the X5 M, X6 M and M Performance models you're looking for in the catalog.
"Mixed bag" is the phrase you're looking for regarding the other answers. Nitschke said that future M engines "at the core of their architecture" would "be closer to BMW AG engines" that are optimized for M cars, instead of following in the line of unique marvels like the V10 and naturally aspirated V8. They will keep the high redlines, however, with Nitschke saying "there is room beyond" the 7,000 rpm mark in BMW's current V8 turbos.
Managing weight will keep the same priority for M that it is for every other brand, so electrically assisted power steering is coming, as is an "unconventional" materials mix. At the smaller end of the M scale, Nitschke described three-cylinder engines as "attractive," saying that the brand can produce more than 310 horsepower from a three-pot.
