Recharge Wrap-up: E15 could help smog woes, MPG average at all-time high

A new study shows that using an E15 blend instead of regular gasoline would reduce smog in Chicago. Increasing the availability of the 15-percent ethanol blend could help reduce carcinogenic air pollution and improve air quality, particularly on the city's South Side. The study found that E15 reduces the risk of cancer by 6.6 percent. It also reduces greenhouse gas emissions 1.5 percent compared to a 10-percent ethanol blend. Read more at Domestic Fuel. Fairmont Beijing is offering hotel guests a chance to experience BMW's i cars. For the next three months, guests needing airport transfers will be picked up in one of the German automakers electric vehicles. Visitors will learn about the technology behind the all-electric race series and the racecars, including the safety and performance aspects. The goal of the four-day shows is not only to entertain and educate people, but also to generate interest in electric and hybrid vehicles in hopes that drivers will consider adopting electric cars themselves. Read more at Formula E's website. The average fuel economy of new vehicles has reached a new high of 25.8 miles per gallon, according to the University of Michigan. The school's Transportation Research Institute (UMTRI) used the window sticker ratings of the vehicles to reach that number for the month of August. That's 0.2 mpg higher than July, and 5.7 mpg higher than October 2007, when UMTRI began recording the data. The United States Advanced Battery Consortium has awarded a $667,452 development contract to battery maker Xerion. The contract - a 50-percent cost share co-funded by the US Department of Energy - is for a 15-month program to develop next-generation batteries for plug-in hybrids. Hyundai, BMW in plant talks with Mexican officials

BMW and Hyundai may be joining the rush for the border that has already seen Nissan, Honda and Mazda begin factory construction in Mexico, while Ford and General Motors have both made significant investments in their Mexican facilities. BMW's interest in Mexico has been apparent for some time, and while we'd heard grumblings about Hyundai's move into Latin America some time ago, the last we heard about it was in 2009.
This new move, reported by Bloomberg, doesn't get specific on which models will be produced south of the Rio Grande, and as neither automakers' spokespeople responded to the business site's request for statements, all we really have to go on are the statements of Mexico's Economy Minister, Ildefonso Guajardo: "I cannot talk for them, but I think that starting 2014 we'll have new announcements. At least for one." Which manufacturer that will be remains anyone's guess, although judging by all the recent scuttlebutt that's been going around, the smart money seems to be on BMW. We'll stay with this one.

Mazda Turnpike in Japan shut down for racing

The people behind Motorhead Magazine in Japan clearly have some friends in high places. Not only did they manage to shutdown eight kilometers of the Mazda Turnpike up the Hakone mountain, but they invited some of the country's premiere racers to take a drive up the hill. This wasn't just a Sunday cruise either. Featuring a BMW Z4 from the Super GT series, a classic Ford GT40, two flavors of Nissan GT-R and two takes on the Subaru Impreza WRX STI, these guys came ready to run. When an opportunity to let racecars challenge a curvy mountain road presents itself, you don't squander it. Thankfully, the folks at Motorhead knew that and outfitted the course with a plethora of cameras and high-quality sound equipment to capture the action. The result is nothing short of sublime.
