Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. Consumer Reports' first motorcycle reliability report finds Japanese brands ahead

Consumer Reports has released its first ever study of motorcycle reliability, and students of its ratings on cars might notice a suspicious similarity - Japanese brands require fewer repairs than the leading American or German brands.
The study analyzed the reliability of 4,680 bikes owned by CR subscribers and found that Yamaha had the best ratings, with just one in ten bikes built between 2009 and 2012 requiring a repair over a four-year period. The makers of the R1 and R6 sport bikes were closely followed by Kawasaki and Honda, while one out of every four of the rumbling bikes from Harley-Davidson experienced an issue. BMW had the worst rating of the brands represented, with one in three bikes having problems.
According to CR, neither Suzuki nor Triumph owners provided enough information for a reliable rating. Based on the responses received, though, Suzuki would have finished with the other Japanese brands and Triumph, being English, would have been one of the less reliable makes.

BMW says current M3 sold out, no new AWD M models planned

Car and Driver asked the head of BMW M, Friedrich Nitschke, a few questions about what the go-fast division had in mind for the future, and was rewarded with some enlightening answers. The best news to purist ears is that Nitschke said customers don't want all-wheel drive on their M cars, so it's the rear wheels alone that will propel new product into the future. If you want both an M badge and four driven wheels, it's the X5 M, X6 M and M Performance models you're looking for in the catalog.
"Mixed bag" is the phrase you're looking for regarding the other answers. Nitschke said that future M engines "at the core of their architecture" would "be closer to BMW AG engines" that are optimized for M cars, instead of following in the line of unique marvels like the V10 and naturally aspirated V8. They will keep the high redlines, however, with Nitschke saying "there is room beyond" the 7,000 rpm mark in BMW's current V8 turbos.
Managing weight will keep the same priority for M that it is for every other brand, so electrically assisted power steering is coming, as is an "unconventional" materials mix. At the smaller end of the M scale, Nitschke described three-cylinder engines as "attractive," saying that the brand can produce more than 310 horsepower from a three-pot.
