Did BMW drag its feet on Mini recall?

The National Highway Traffic Safety Administration is opening an investigation into BMW's reporting of a recall for 30,456 examples of the 2014-2015 Mini Cooper Hardtop, Cooper S, and the 2015 John Cooper Works. According to the government, "it appears from a review of NHTSA's databases that BMW may have failed to submit recall communications to NHTSA in a timely manner." The automaker issued the recall in July because crash tests showed the models didn't meet side impact requirements for passengers in the back seat. While there were no reported injuries at the time, the company decided to install energy-absorbing material in the space between the rear interior panels and the exterior. However, NHTSA has decided to investigate whether this campaign should have started much earlier, given the evidence the company had. According to the government's report, the Cooper Hardtop failed side-impact tests in 2014, although one of these tests was five-miles-per-hour faster than the Federal Motor Vehicle Safety Standard. The agency claims: "In January 2015 BMW verbally committed that it would conduct a service campaign to add padding to the rear side panels of MY 2015 Mini 2 Door Hardtop Cooper models. However, BMW did not initiate the service campaign and failed to inform NHTSA of its failure to do so." A subsequent crash test of an example with this fix showed it to make the vehicle compliant with the rules. Mini spokesperson Mariella Kapsaskis told Autoblog: "Regarding the NHTSA audit query, BMW Group is evaluating the request and will respond to NHTSA as appropriate." Worker concerns that were renegotiated in the new [00:00:30] deal include adjustments to the two-tier wage scale, health care costs, and production outsourcing. Now check-in with Autoblog as we update our reports on this evolving story. Shooting began on Amazon Prime's new automotive show starring the former Top Gear crew. That's Jeremy Clarkson, Richard Hammond, and James May. Now Clarkson threw out a tweet from day one of filming on location at Algarve Motor Park in Portugal. The picture features the show's [00:01:00] three stars and crew posing with the holy trinity of hyper cars. That's a McLaren P1, a Ferrari LaFerrari, and a Porsche 918 Spyder. This Prime show is being called Gear Knobs though the name is unofficial. Now if a tweet is any indication of what we can expect, who cares what it's called this is gonna be awesome. (Eds Note: Clarkson tweeted Friday that the show will not be called Gear Knobs.) Toyota predicts drivers could be obsolete on highways as early as 2020, with technology dubbed the Toyota Highway Teammate or THT. Toyota is using a modified [00:01:30] Lexus GS to show what this is capable of. THT is already able to create a driverless freeway car that's capable of changing lanes, making passes and taking curves. Plus, it can keep safe distances from other vehicles. Ex-Rolls-Royce design chief Ian Cameron killed at home

Former Rolls-Royce design chief Ian Cameron, the man who oversaw the automaker's design renaissance with the Phantom and Ghost ranges, was stabbed to death at his home in Bavaria (translated) on July 12. German newspaper reports have identified a suspect via surveillance camera (translated) whom police say is the killer. Apparently, the man went shopping at a store less than a mile from Cameron's house, then changed clothes and showed up at Cameron's door. A surveillance image before the suspect gets to the house shows him wearing the items that neighbors described, notably light pants, a dark blue hoodie, a red backpack and "yellow-green gloves." Someone reportedly cut the wires on the home security system, the suggestion being that the suspect or someone else involved had cased the house for at least a few days. It's said the killer rang the doorbell, attacking as soon as Cameron opened the front door, stabbing the designer to death. Verena Kloos, Cameron's wife, escaped to a neighbor's house and called police. This is a bizarre incident. Reports have floated the motivation that the killer wanted one of the vehicles in Cameron's car collection at the Bavarian property. Instead of going after a car, though, the killer ran off in his distinctive outfit, staying in the open long enough for neighbors to give a detailed description. He then changed clothes and ditched the backpack on a lakeside promenade not far from Cameron's house. Strangest of all, the man apparently left the clothes near the backpack, and the backpack contained items the man had bought during his shopping trip before the murder.  At the time of writing, police are searching throughout Germany but haven't caught the suspect. With a clear picture and a likely trove of DNA evidence, authorities have excellent leads. Cameron's career started at Pininfarina in 1975, culminating in a greatest hits of designs while at BMW. He has exterior design of the third-generation Range Rover on his resume, as well as the BMW Z8. It was Cameron's Phantom, though, that helped create an entirely new Rolls-Royce after BMW bought the brand. CEO Chris Brownridge wrote on LinkedIn that "Ian played a significant role in shaping Rolls-Royce from when it was first acquired by BMW Group and moved to its home at Goodwood, West Sussex.
