Germany says nein to EU ban on new fossil-fuel cars from 2035

BERLIN (Reuters) - Germany's government will not agree to European Union plans to effectively ban the sale of new cars with combustion engines from 2035, Finance Minister Christian Lindner said on Tuesday. In its bid to cut planet-warming emissions by 55% by 2030 from 1990 levels, the European Commission has proposed a 100% reduction in CO2 emissions from new cars by 2035. That means it would be impossible to sell combustion engine cars from then. European Parliament lawmakers backed the proposals this month, before negotiations with EU countries on the final law take place. Speaking at an event hosted by Germany's BDI industry association, Lindner said there would continue to be niches for combustion engines so a ban was wrong and said the government would not agree to this European legislation. Lindner, a member of the pro-business Free Democrats, which shares power with the Social Democrats and Greens, said Germany would still be a leading market for electric vehicles. These are KBB's Top Ten Green Cars for 2015

For the second straight year, the Top Ten Green Cars list from KBB (i.e. the acronym for Kelley Blue Book) should have been retitled KBBimmer. That's because the BMW i3 electric vehicle has topped KBB's list of greenest production vehicles for two years running. That means that having the lowest purchase price wasn't that big of a factor in determining the winner. KBB releases its list about this time of year every year in honor of Earth Day and this year not only praised the Bimmer for its performance and single-charge range, but also noted that its factory is powered by wind turbines, which gives the car and the company a few more treehugger points. Meanwhile, KBB didn't exactly surprise a ton of people by including models like the Chevrolet Volt extended-range plug-in (with a caveat that the next-generation version will be coming out next year), Nissan Leaf and Tesla Model S EVs and the Toyota Prius' four hybrid variants. Other somewhat lower-profile advanced-powertrain models to make the cut were the Honda Accord Hybrid, Toyota Camry Hybrid, Volkswagen e-Golf and Ford C-Max Hybrid. Rounding out the list was the Volkswagen Jetta TDI, the only diesel that KBB recommended as a Top Ten pick. 2013 Dinan S3 BMW 550i

Steve Dinan has been enhancing BMW models since 1979. But don't throw his company into the ring with the dozen or so other tuners who tweak, tinker and piggyback upgrades on the famed German marque. Dinan is a tuner, but it's also an engineering firm that writes its own software, builds its own parts and then backs everything it does with a factory-grade warranty. That sort of fastidiousness comes at a price, but most of its customers - including the powerhouse of BMW Motorsport - rely on Dinan to help them come out on top.
In stock form, BMW's 550i is a formidable four-door with a twin-turbocharged 4.4-liter V8 rated at 400 horsepower and 450 pound-feet of torque. While those figures allow it to run with quick company (0-60 in 5.0 seconds, according to the automaker), Dinan puts the sedan's kettle on full boil with its S3 package. Starting with the engine, the performance engineering firm bolts on larger turbochargers, air-to-water intercoolers, a trick strut tower brace cold air intake, a quad-pipe free flow exhaust and its own engine management software. Pump in some premium fuel, and the result is 542 horsepower and 587 pound-feet of torque. Power is sent through the stock eight-speed automatic to a limited slip rear differential (Dinan will upgrade xDrive all-wheel drive models, too).
The Dinan S3 also features and extensive suspension upgrade that includes new front camber arms and low compliance rear control arms (engineered to reduce understeer and improve turn-in). The stock dampers are retained, but new bump stops are installed along with new springs. Overall, the car rides about a half-inch lower than stock to improve roll rate. To reduce unsprung weight, forged 20-inch HRE Performance wheels are fitted at all four corners (wearing Michelin Pilot Super Sport tires - 275/35ZR20 up front and 295/35ZR20 in the rear). Lastly, the company remaps the factory Electronic Damper Control (EDC) software with its own Dinan Shockware to work in conjunction with the new enhancements.
