Will global automakers drop local JV partners if China's government says they can?

Chinese economic policies could be in for a big change, as President Xi Jinping pushes the communist country to open its domestic markets even further. That could mean big things for the auto industry, especially when it comes to the country's far-reaching joint-venture system.
According to Chinese law, foreign automakers may only maintain a fifty-fifty partnership with their domestic counterparts. But with Jinping's push for openness leading to potential free-trade deals, that policy could be relaxed (or eradicated all together) in short order. What's an automaker to do?
Well, in BMW's case, stay the course. Automotive News Europe reports that, despite the grumblings about the JV policy changes, the German manufacturer has resigned its agreement with Brilliance through 2028. This is made doubly remarkable by the fact that BMW signed the extension over three years before it was set to expire.

BMW ReachNow just became a full-fledged mobility services program

Since officially opening its doors with 370 cars in Seattle in April, BMW's ReachNow has made little expansions. It stared operations in Portland and grew to 760 cars. Today, it also announced that Brooklyn would join the list, and that the number of available cars to share would climb to 1,030. But the big news is that the scope of ReachNow's efforts has just grown tremendously. Instead of just the original, short-term car rental option ReachNow will now be able to do all sorts of things. These include: ReachNow Ride: Similar to Lyft and Uber, this is a ride-hailing program where someone drives you to your destination. You can request a driver and set personal experience options, like setting a radio station or requesting silence for the ride. A pilot program will start in Seattle. ReachNow Fleet Solutions: BMW's version of Zipcar, but only for residents of specific apartment buildings. This is a station-based, dedicated car sharing plan and the first pilot will be in Manhattan, starting in a few weeks. It will be based at The Solaire in lower Manhattan and will use plug-in i3s exclusively. ReachNow Reserve: Remember good, old-fashioned rental cars? This is like that, but a bit fancier. BMW's longer-term rental service will let you schedule a particular model, which will then be delivered to you. You can keep it as long as you like, but we assume that if you're thinking of not giving it back for a few months, you're doing it wrong. ReachNow Share: BMW saw what Turo (nee Relay Rides) was doing and figured it was a good idea. With this program, you will be able to rent out your own 2016 or 2017 Mini for a minimum of two days, making you a bit of cash from your car when you're not using it. This rolls out in December in Seattle, and ReachNow CEO Steve Banfield said that it may expand to other models in the future. Recharge Wrap-up: Nissan Leaf in Puerto Rico, BMW i3 REx tax-free in NJ, BC2BC cancelled [UPDATE]

Envia Systems will develop battery technology for United States Advanced Battery Consortium (USABC), a subsidiary of the United States Council for Automotive Research (USCAR). The $7.7 million contract, co-funded by the US Department of Energy (DOE), involves a 36-month development program focusing on high-energy cathode and anode material for lithium-ion batteries and pouch cells for electric vehicles. The goal, of course, is to create better energy storage for less money in an effort to make commercial EVs more efficient and affordable. For the DOE, this also equates to energy security, energy independence and national security. Read more in the press release at the bottom of the page. The US and China have agreed to work together more closely on EVs, energy and climate issues. US Secretary of Energy Ernest Moniz went to Beijing for the sixth US-China Strategic and Economic Dialogue to meet with leaders. While there, Moniz and Wu Xinxiong of China's National Energy Administration (NEA) signed a memorandum of understanding allowing the DOE and NEA to share information regarding oil reserves. The groups will meet yearly to learn more about how each other manages petroleum stockpiles and policy. Moniz also met with Minister Miao Wei of the Chinese Ministry of Industry and Information Technology and signed an MOU to cooperate on electric vehicles and "related technologies," including the "inter-operability of electric vehicles." Read more at the Energy Department website. August's BC2BC all-electric vehicle rally, billed as the largest gathering of electric vehicles, has been cancelled. The event, which was to include a drive up the entire coast from Mexico to British Columbia with smaller events along the route, failed to bring in the needed sponsorship to hold the rally for its third year. A Facebook post from organizer Tony Williams also cited loss of venue and lack of support from automakers - "particularly Nissan and Tesla" - as hardships. The event was scheduled to take place August 9 through 17, with only battery electric vehicles invited to take part - no plug-in hybrids or range-extended vehicles.
