Recharge Wrap-up: Renault ZOE wins Zenn Monte-Carlo Rally, BC revives EV rebates

Renault ZOE EVs took the top four places in the 2015 ZENN Monte-Carlo Rally. Renault's cars finished first in consumption, regularity and overall standings. ZOEs took the top four spots overall and in the regularity tests, and the top five places for consumption. Renault entered four teams - two with professional drivers (finishing first and second), one piloted by journalists (placing third) and another by bloggers (taking seventh place). Another individual team entered the race with their own ZOE and finished fourth overall. The electric vehicle race took place over 130 miles and seven and a half hours. Read more in the press release from Renault below. British Columbia has reinstated its Clean Energy Vehicle Incentive Program. Phase two of the program, which starts April 1, is expected to put another 1,700 plug-in cars on BC roads. It's funded by the province's Innovative Clean Energy Fund, which gets its money from carbon taxes. Customers can receive rebates of up to C$5,000 for EVs, while fuel cell vehicle customers could get back up to C$6,000. Drivers can also get up to $C3,250 for scrapping cars built before 2000. BMW is noticing increased sales of its i3 EV tied to government incentives for electric cars. "We can see a clear connection between sales figures and political initiatives," says BMW Group CEO Norbert Reithofer. "Wherever governments offer tangible incentives for e-mobility, the registration figures for the BMW i3 soar." Last year, BMW sold about 2,000 i3s in Norway and 3,000 in California. In Germany, where BMW only sold about 2,100 i3s, Riethofer suggests the government needs to do more to support clean cars. "The German carmakers have delivered their part of the bargain. BMW i8 fully revealed ahead of Frankfurt debut

It may be early in the morning here in the US, but in Germany, the first day of the 2013 Frankfurt Motor Show is in full swing. BMW took advantage of the early start and showed off its long-awaited i8 plug-in hybrid sportscar, a two-plus-two, swan-wing-doored coupe, to the Frankfurt crowd.
We drove a BMW i8 prototype back in August, so many of the things we're reading today are clarifications on our initial suspicions or speculations. Underhood sits a 1.5-liter, turbocharged, three-cylinder engine. On its own, it churns out a respectable 231 horsepower and 236 pound-feet of torque, which is then channeled to the rear wheels by way of a six-speed automatic transmission. An electric motor, meanwhile, sends 131 hp and 184 lb-ft of torque through a two-speed automatic to the front wheels.
With all-wheel drive at its disposal, the total system power sits at 362 hp and 320 lb-ft of torque, and allows the i8 to scamper to 62 miles per hour in just 4.4 seconds. That excellent performance is offset by an estimated fuel economy figure of 94 miles per gallon, though, making this a fast and efficient vehicle. Charging is impressively fast on the i8, with a full charge coming from a 110-volt outlet in under four hours. A BMW Charging Station will trim the charge time down to 1.5 hours.

Will global automakers drop local JV partners if China's government says they can?

Chinese economic policies could be in for a big change, as President Xi Jinping pushes the communist country to open its domestic markets even further. That could mean big things for the auto industry, especially when it comes to the country's far-reaching joint-venture system.
According to Chinese law, foreign automakers may only maintain a fifty-fifty partnership with their domestic counterparts. But with Jinping's push for openness leading to potential free-trade deals, that policy could be relaxed (or eradicated all together) in short order. What's an automaker to do?
Well, in BMW's case, stay the course. Automotive News Europe reports that, despite the grumblings about the JV policy changes, the German manufacturer has resigned its agreement with Brilliance through 2028. This is made doubly remarkable by the fact that BMW signed the extension over three years before it was set to expire.
