NHTSA slaps BMW with $40M fine for slow Mini recall

BMW is on the hook for a $40-million fine after the National Highway Traffic Safety Administration slapped the automaker over not recalling Minis that failed to meet minimum side-impact crash standards. The civil penalty from NHTSA concerns 2014 and 2015 Mini Cooper hatchback models that "failed a crash test designed to determine whether the vehicle met crash-protection minimums," the government agency said in a press release issued this week. An October 2014 test revealed the first problem, and the Mini was subsequently retested in July, only to fail again and finally prompt a recall of more than 30,000 cars. But according to NHTSA's investigation that was opened in October, BMW waited too long to issue a recall after it knew the cars did not meet standards and bring them into compliance with more energy-absorbing materials installed by Mini dealers. This is the second time NHTSA slapped BMW with a major penalty, following a $3-million fine back in 2012 failing to report recalls of its cars and motorcycles. "For the second time in three years, BMW has been penalized for failing to meet that obligation," NHTSA Administrator Mark Rosekind said in the release. "The company must take this opportunity to reform its procedures and its culture to put safety where it belongs: at the top of its priority list." In a separate release issued this week, BMW Group said it, "is committed to further improving its recall processes to better serve its customers," and that the company, "respects the role of NHTSA and looks forward to working with them to develop solutions for the future." Under terms of a Consent Order issued to BMW, the company acknowledges that it violated requirements to issue a timely recall of vehicles that did not comply with minimum crash protection standards, to notify owners of recalls in a timely fashion, and to provide accurate information about its recalls to NHTSA. NHTSA imposed a $3 million civil penalty to BMW in 2012 for similar violations.

BMW names new CEO, chairman and head of development

Big changes are afoot in the top ranks at BMW, as the Bavarian automaker has announced not just one, but several appointments in the top floors of its towering headquarters in Munich in what the company itself is referring as "a generational change" in its leadership. The biggest change relates to the chairman of BMW's management board – German-speak for the company's chief executive officer. Effective at the end of the company's Annual General Meeting on May 13, 2015, the company will be run by Harald Kruger. The 49-year-old mechanical engineer has been with BMW since 1992 and has sat on its board since 2008, and has until now been responsible for production for the entire BMW Group. The chairmanship of the board of management currently belongs to Dr. Norbert Reithofer, whom the management is endorsing to chair the supervisory board (which Americans might call the board of directors). That role in turn is currently held by Professor Joachim Milberg, who will step down from his position in order to make way for Reithofer to take his place. Milberg is earmarked to remain with the company to oversee its corporate social responsibility and charitable activities. BMW has also announced the appointment of Klaus Frohlich to serve as its head of development with immediate effect. In his new capacity, Frohlich replaces Dr. Herbert Diess, who in turn has left Munich to take over the Volkswagen passenger car division. COMO, Italy — Held annually, the Villa d'Este Concours d'Elegance is, in many ways, Europe's version of the Pebble Beach Concours d'Elegance. It takes place in a beautiful location, and it brings together an impressive selection of rare and valuable cars. It's a real treat for the eyes, the ears, and, if you're into champagne, the palate. The 2022 edition of the show was no exception: About 50 cars were shipped to Lake Como from over a dozen countries, and it wasn't just the usual suspects. Sure, there were a lot of pre-war cars (including a couple of one-off models), but some of the icons that younger enthusiasts grew up with (like the Lamborghini Countach) were present as well. This year's event was split into eight categories: The Art Deco Era of Motor Car Design, The Supercharged Mercedes-Benz, How Grand Entrances Were Once Made, Eight Decades of Ferrari Represented in Eight Icons, "Win on Sunday, Sell on Monday," BMW's M Cars and Their Ancestors, Pioneers That Chased the Magic 300 KPH, And a design award for concept and prototypes. Winning at Villa d'Este is a big deal: The cars are judged by a panel of highly experienced judges. No one gave me a scoring sheet, presumably out of fear that I'd award points to the late-model Fiat 600 lurking in the parking lot, but several cars that didn't win an award caught my eye. One is a 1934 Bugatti Type 59 Sports, a grand-prix racer that was once owned by King Leopold III of Belgium and that has never been restored — its patina is inimitable. Another is a 1961 BMW 700 RS. One of two built (the other is in the BMW collection), it's a tiny, ultra-light roadster related to the 700 and powered by a 697-cubic-centimeter air-cooled flat-twin tuned to develop 70 horsepower. It won several hill-climb events during the 1960s, and it's one of the rarest cars ever to wear a BMW roundel. Aston Martin's freshly-restored 1979 Bulldog concept was cool to see as well; check out the cassette player integrated into the headliner!
