BMW i3 owners in California get $1,000 to delay charging

It's fairly rare to get paid for doing absolutely nothing, but that's exactly the case for a select group of BMW i3 owners in California. A hundred people are part of the ChargeForward pilot program in coordination with BMW and Pacific Gas & Electric Company, and each participant gets a $1,000 gift card to not plug in their cars – at least not whenever they want to. It's all part of an attempt to develop strategies to reduce the strain on the grid during peak usage. The trial runs from July 2015 to December 2016 in California's Bay Area. According to the automaker's website, when plugged in, BMW has the ability to delay the charging of the i3s by up to an hour. There are no necessary mechanical or software modifications necessary, either. Although, if drivers desperately need the juice, they can also opt out of the program for a day. At the end of the experiment, the people are eligible for a second gift card for up to another $540, depending on their involvement. According to Bloomberg, with 65,000 electric vehicles in Northern California, the power company estimates the area has among the highest concentrations of EVs in the country. While all of those emissions-free miles are great for the environment, plugging them all in once just adds to the load on the system. As a second part of the program, used Mini E batteries are being repurposed to create a solar-powered, stationary storage system that Pacific Gas can also use to supplement the grid.

NHTSA slaps BMW with $40M fine for slow Mini recall

BMW is on the hook for a $40-million fine after the National Highway Traffic Safety Administration slapped the automaker over not recalling Minis that failed to meet minimum side-impact crash standards. The civil penalty from NHTSA concerns 2014 and 2015 Mini Cooper hatchback models that "failed a crash test designed to determine whether the vehicle met crash-protection minimums," the government agency said in a press release issued this week. An October 2014 test revealed the first problem, and the Mini was subsequently retested in July, only to fail again and finally prompt a recall of more than 30,000 cars. But according to NHTSA's investigation that was opened in October, BMW waited too long to issue a recall after it knew the cars did not meet standards and bring them into compliance with more energy-absorbing materials installed by Mini dealers. This is the second time NHTSA slapped BMW with a major penalty, following a $3-million fine back in 2012 failing to report recalls of its cars and motorcycles. "For the second time in three years, BMW has been penalized for failing to meet that obligation," NHTSA Administrator Mark Rosekind said in the release. "The company must take this opportunity to reform its procedures and its culture to put safety where it belongs: at the top of its priority list." In a separate release issued this week, BMW Group said it, "is committed to further improving its recall processes to better serve its customers," and that the company, "respects the role of NHTSA and looks forward to working with them to develop solutions for the future." BMW has introduced ConnectedDrive and BMW i remote apps for the Apple Watch. The apps can show users battery and charging status, give service alerts, and control certain vehicle functions from the wearer's wrist. It can tell the owner if the doors are locked, or if the sunroof or trunk is open. Users can activate the climate control remotely from their watch, or honk the horn to help find the car in a crowded parking lot. According to a panel at the SAE World Congress that included folks from Ford, General Motors, Chevron and an ethanol group, a higher-octane fuel could boost fuel economy by three to six percent and reduce CO2 emissions by two percent. While higher octane fuel is more expensive, building cars calibrated to higher octane ratings could help automakers raise fuel economy and meet CAFE standards.
