Why are all US-bound BMW i3 EVs with range extenders stuck at port?

The first BMW i3 EVs have been delivered in the US, but in a quirk of the rules, none of them have been the range-extended versions. Long-time BMW electric vehicle driver Tom Moloughney discovered this fact the hard way. His i3 REx has been sitting at a New Jersey port for over a week and he's getting impatient. The problem is something Moloughney calls a "Monroney Hold." So, instead of sitting there fuming, Moloughney did a bit of research and discovered that the problem is something he calls a "Monroney Hold." He says that "the EPA certification has not been completed so BMW doesn't have a Monroney label (window sticker) to post in the window before the car leaves the port, which is required by law. The range extender option changes (shortens) the car's electric range, and also requires an official MPG rating so BMW couldn't use the same Monroney label as they did for the all electric i3." You can read more on his website, but it turns out that the story isn't so simple. For one thing, the EPA testing has been finished. Washington State representative Chad Magendaz told Moloughney that he asked the EPA for an official statement and got the following from Linc Wehrly, Director of the Light-Duty Vehicle Center Compliance Division: "EPA tested the i3 REx and provided the results of that testing to BMW on May 13th. EPA is not aware of anything that would prevent BMW from importing the vehicles since May 13th." Then there's the official word from BMW. Spokesman Dave Buchko told AutoblogGreen that: We are moving as quickly as possible to release the first BMW i3 Range-Extender models to BMW i Centers. Receipt of test data from the EPA is one step, but not the final step, in the process of receiving certification from the EPA. Rules do not permit the release of vehicles for sale until EPA labels are finalized, produced and affixed to any vehicle. Barring any unforeseen delays, we expect that to happen by the end of this week. We have never certified a vehicle like this before. We are taking every precaution to make sure that everything is done in a timely, but more importantly correct manner. In that Monroney labels cannot be produced until the EPA certification process is complete, the characterization [of a "Monroney Hold"] is not technically incorrect, but there is more to it than that, as is often true in life. BMW reveals updated 2016 Alpina B6 xDrive Gran Coupe

Do you dig the BMW M6 Gran Coupe, but really wanted one with all-wheel drive? We can hardly blame you, considering how well it held up against the Nissan GT-R and Bentley Continental GT in the Australian Outback on a recent episode of Top Gear, despite the disadvantage on driven-wheel count. But that, you see, is where Alpina comes in. The "other M division" offers the a twin-turbo 6 Series Gran Coupe with four-wheel traction – even here in the US – and it's just been upgraded. The 2016 BMW Alpina B6 xDrive Gran Coupe packs a 4.4-liter twin-turbo V8 engine, just like the M6. But whereas the previous B6 packed less power than its factory counterpart, the new one surpasses it. Thanks to a boost by 60 horsepower and 50 pound-feet of torque, the B6 now cranks out 600 hp and 590 lb-ft – which rather impressively bests the M6 by 40 hp and 90 lb-ft. Plus it's driven to all four wheels. The manufacturer says that's good for a tenth of a second off the 0-60 time, now quoted at 3.6 seconds, with a top speed pegged at 200 miles per hour, making this the fastest Alpina ever offered. The 2016 B6 also benefits from new headlamps, upgraded brakes and reshaped aerodynamic elements, but it's mostly the power boost that makes this the quickest Alpina off the line in the company's history. BMW, Mini aim to sell million cars off new FWD platform

Mini sold 301,526 cars in 2012; BMW sold 1.54 million of its own models. According to a piece in Autocar, analysts say the coming UKL1 platform that will form the skeleton of the third-generation Mini Cooper and coming front-wheel drive BMW 1 Series could be responsible for "more than 900,000 cars per year" all by itself.
That sale fire is fueled by the UKL1 wearing up to twenty-three bodies in total between the two brands, 11 for Mini and 12 for BMW, rendering hatchbacks, sedans, coupes, convertibles, wagons, crossovers and people-haulers from about 12.5 feet to 14.5 feet. In April the VP of Mini USA said we might find some current models don't make it to a next generation, but a graphic accompanying the Autocar story has them all there. If it's correct, then those 23 models will only base model lines and don't account for different engines and four-wheel-drive options for each model.
The big changes that would perhaps mean big sales for the Mini line are a five-door hatch with two smaller rear doors for children, the sedan talked about last year for Asian markets and an MPV perhaps wearing the "Traveler" name that could send the Countryman in a more SUV-like direction.
