Why are all US-bound BMW i3 EVs with range extenders stuck at port?

The first BMW i3 EVs have been delivered in the US, but in a quirk of the rules, none of them have been the range-extended versions. Long-time BMW electric vehicle driver Tom Moloughney discovered this fact the hard way. His i3 REx has been sitting at a New Jersey port for over a week and he's getting impatient. The problem is something Moloughney calls a "Monroney Hold." So, instead of sitting there fuming, Moloughney did a bit of research and discovered that the problem is something he calls a "Monroney Hold." He says that "the EPA certification has not been completed so BMW doesn't have a Monroney label (window sticker) to post in the window before the car leaves the port, which is required by law. The range extender option changes (shortens) the car's electric range, and also requires an official MPG rating so BMW couldn't use the same Monroney label as they did for the all electric i3." You can read more on his website, but it turns out that the story isn't so simple. For one thing, the EPA testing has been finished. Washington State representative Chad Magendaz told Moloughney that he asked the EPA for an official statement and got the following from Linc Wehrly, Director of the Light-Duty Vehicle Center Compliance Division: "EPA tested the i3 REx and provided the results of that testing to BMW on May 13th. EPA is not aware of anything that would prevent BMW from importing the vehicles since May 13th." Then there's the official word from BMW. Spokesman Dave Buchko told AutoblogGreen that: We are moving as quickly as possible to release the first BMW i3 Range-Extender models to BMW i Centers. Receipt of test data from the EPA is one step, but not the final step, in the process of receiving certification from the EPA. Rules do not permit the release of vehicles for sale until EPA labels are finalized, produced and affixed to any vehicle. Barring any unforeseen delays, we expect that to happen by the end of this week. We have never certified a vehicle like this before. We are taking every precaution to make sure that everything is done in a timely, but more importantly correct manner. In that Monroney labels cannot be produced until the EPA certification process is complete, the characterization [of a "Monroney Hold"] is not technically incorrect, but there is more to it than that, as is often true in life. Ward's announces 10 Best Engines 2015

Ward's Auto has named its 10 Best Engines for 2015, covering a range of powerplants from fuel-sippers to fire-breathers. As with past years, forced-induction reigns supreme, with seven of the ten engines featuring a turbo or supercharger. This year is slightly different, though, as two of the seven blown engines are turbocharged three-cylinder mills, from the Ford Fiesta and Mini Cooper. They're joined by the 2.0-liter turbo four from the Volvo S60, the 1.8-liter turbo four from the Volkswagen Jetta and the 2.0-liter boxer from the Subaru WRX. BMW and Chrysler were the only marques to be named to this year's list twice, with the electric motor from the i3 joining the Mini's three-pot, and the 3.0-liter turbodiesel V6 in the Ram 1500 and Jeep Grand Cherokee repping the diesel crowd, alongside a certain supercharged monster. Hyundai also took a prize with a zero-emissions powertrain, with the Tucson FCV's 100-kilowatt fuel cell making the list (apparently Ward's is quite generous with what it deems an "engine"). Rounding out the list are two Autoblog favorites, each displacing 6.2 liters, but producing their power very differently. On the one hand, Chevrolet's overhead-valve, 455-horsepower V8, found in the Corvette, makes its power the old fashioned way. And in the other corner, we have one of the most exciting engines of the year – the 707-hp, 6.2-liter, supercharged Hellcat V8, featured so prominently in the Dodge Challenger and Charger SRT Hellcat. BMW i Collection puts upscale treehugging in the palm of your hand

If BMW's new i sub-brand sounds more like it belongs to consumer electronics than it does to automobiles, that's probably no mistake. After all, electric vehicles bridge the gap between conventional automobile and electronic gadget - just ask our compatriots over at Engadget that report on them all the time. But to drive the point home even greener, BMW has, together with the new i3, launched a new collection of electronics accessories that make the Bavarian automaker as much a competitor with companies like Belkin or Griffin as it is with Audi or Mercedes-Benz.
The new BMW i Collection includes items like a solar charger for phones and MP3 players, a laptop bag made from felt-like recycled PET plastic and vegetable-tanned leather, and of course the requisite USB dongle. Other items include keyfobs, a shopping bag, notebook and ballpoint pen.
All the items, of course, are designed to extend the i3's upscale tree-hugging image to items you can hold and use while your EV is charging in the driveway. They go on sale starting next month with prices ranging from 15 euros ($20) for the pen or lanyard to 99 euros ($135) for the shopping bag.
