Did BMW drag its feet on Mini recall?

The National Highway Traffic Safety Administration is opening an investigation into BMW's reporting of a recall for 30,456 examples of the 2014-2015 Mini Cooper Hardtop, Cooper S, and the 2015 John Cooper Works. According to the government, "it appears from a review of NHTSA's databases that BMW may have failed to submit recall communications to NHTSA in a timely manner." The automaker issued the recall in July because crash tests showed the models didn't meet side impact requirements for passengers in the back seat. While there were no reported injuries at the time, the company decided to install energy-absorbing material in the space between the rear interior panels and the exterior. However, NHTSA has decided to investigate whether this campaign should have started much earlier, given the evidence the company had. According to the government's report, the Cooper Hardtop failed side-impact tests in 2014, although one of these tests was five-miles-per-hour faster than the Federal Motor Vehicle Safety Standard. The agency claims: "In January 2015 BMW verbally committed that it would conduct a service campaign to add padding to the rear side panels of MY 2015 Mini 2 Door Hardtop Cooper models. However, BMW did not initiate the service campaign and failed to inform NHTSA of its failure to do so." A subsequent crash test of an example with this fix showed it to make the vehicle compliant with the rules. Mini spokesperson Mariella Kapsaskis told Autoblog: "Regarding the NHTSA audit query, BMW Group is evaluating the request and will respond to NHTSA as appropriate." Car dealers, factories and ports close in the path of Hurricane Florence

Hurricane Florence has caused CarMax to close four stores in North Carolina, South Carolina and Virginia. The closed locations are in Myrtle Beach, Charleston, Winterville and Virginia Beach. It is possible for the company to close more stores, reports Automotive News. Daimler and Volvo have also shuttered their manufacturing facilities in the region to prepare for Florence. The storm is expected to reach North Carolina and South Carolina today or tomorrow. Automotive News says every coastal car dealer it reached on Tuesday was closing, and others not in the projected landfall area were monitoring the situation. There are approximately nine million vehicles in operation in the area that Florence is expected to hit, with a vehicle density of 162 vehicles per square mile. It is likely that not as many vehicles will be lost as during hurricanes Harvey and Irma, as population is less dense; areas affected by those storms had over 300 vehicles per square mile. The chief economist of Cox Automotive told Automotive News that some 20,000 to 40,000 vehicles could end up flooded if Florence keeps its path; however, recent reports have indicated Florence has weakened to a category 2 hurricane on Thursday. Tesla has again unlocked more range for some of its older models to make evacuation easier; the same was done a year ago in preparation for Hurricane Irma. As well as automotive manufacturers and dealers, automotive transport providers are readying for the storm and clearing cargo away. The container and auto terminals at Port Charleston will be closed from Thursday to Saturday, affecting part shipments to the BMW manufacturing facility in Spartanburg; BMW's spokespersons have said no production disruption is expected. Parts are delivered via railroad to Spartanburg by Norfolk Southern, which is also suspending operations for the time being. Vehicle hauler United Road has moved its rigs to safer regions and suspended deliveries, and car carrier vessels are trying to make it away from the storm's path in time. BMW i3 with range extender could arrive after HOV stickers run out in CA

While the standard-issue battery-electric i3 has been deemed eligible for the state's white stickers, which allow for owners to drive in HOV lanes solo, the proverbial jury of the California Air Resources Board (CARB) is still out on the BMW i3 REx, which will have a little-bitty range-extender on board, Transport Evolved says. The issue is that, while there is an unlimited number of white stickers for pure EVs such as the Nissan Leaf and Tesla Model S, the state has limited the number of green stickers, which grant solo-HOV access to plug-in hybrids and extended-range plug-ins, to 40,000. And with almost 29,000 green stickers given out as of the end of last year to cars such as the Chevrolet Volt and the Toyota Prius Plug In, they may run out within two months. The other key point is that the waiting list for the i3 with a range extender is running at about six months as of January, that could cause a bit of hand-wringing among folks looking to buy the REx. BMW said earlier this year that the extended-range version of the i3 would qualify for white stickers because the car is a so-called BEVx, meaning that its range-extender's full-tank range is less than the electric motor's single-charge range. BMW designed the i3 with a small range-extender tank of just 2.4 gallons, but the automaker estimated that California's green stickers wouldn't run out until the end of 2014.
