Why are all US-bound BMW i3 EVs with range extenders stuck at port?

The first BMW i3 EVs have been delivered in the US, but in a quirk of the rules, none of them have been the range-extended versions. Long-time BMW electric vehicle driver Tom Moloughney discovered this fact the hard way. His i3 REx has been sitting at a New Jersey port for over a week and he's getting impatient. The problem is something Moloughney calls a "Monroney Hold." So, instead of sitting there fuming, Moloughney did a bit of research and discovered that the problem is something he calls a "Monroney Hold." He says that "the EPA certification has not been completed so BMW doesn't have a Monroney label (window sticker) to post in the window before the car leaves the port, which is required by law. The range extender option changes (shortens) the car's electric range, and also requires an official MPG rating so BMW couldn't use the same Monroney label as they did for the all electric i3." You can read more on his website, but it turns out that the story isn't so simple. For one thing, the EPA testing has been finished. Washington State representative Chad Magendaz told Moloughney that he asked the EPA for an official statement and got the following from Linc Wehrly, Director of the Light-Duty Vehicle Center Compliance Division: "EPA tested the i3 REx and provided the results of that testing to BMW on May 13th. EPA is not aware of anything that would prevent BMW from importing the vehicles since May 13th." Then there's the official word from BMW. Spokesman Dave Buchko told AutoblogGreen that: We are moving as quickly as possible to release the first BMW i3 Range-Extender models to BMW i Centers. Receipt of test data from the EPA is one step, but not the final step, in the process of receiving certification from the EPA. Rules do not permit the release of vehicles for sale until EPA labels are finalized, produced and affixed to any vehicle. Barring any unforeseen delays, we expect that to happen by the end of this week. We have never certified a vehicle like this before. We are taking every precaution to make sure that everything is done in a timely, but more importantly correct manner. In that Monroney labels cannot be produced until the EPA certification process is complete, the characterization [of a "Monroney Hold"] is not technically incorrect, but there is more to it than that, as is often true in life. BMW previews new M6 GT3 racing prototype [UPDATE]

UPDATE: A previous version of this post specified the incorrect weight target for the M6 GT3. The text below has been updated with the correct information. BMW may not compete at the top level at Le Mans or in the World Rally Championship, it may have withdrawn from Formula One and shuttered the Formula BMW series, but it's not without its racing programs. Aside from the Minis that dominate the Dakar Rally, BMW fields the M4 in DTM, the M235i Racing in the BMW Sports Trophy and the Z4 in GT3 competitions around the world. But now it's preparing to launch a new GT3 racer based on the M6. Currently undergoing development, BMW has presented its new M6 GT3 prototype at its factory in Dingolfing, Germany. Based on the road-going M6 coupe, the GT3 retains its 4.4-liter twin-turbo V8 engine with dry-sump lubrication, producing over 500 horsepower – which is actually less than the road-going model you can buy, but has to be restricted to meet FIA certification. At less than 3,000 pounds, it is a fair bit lighter than the production version, and promises to deliver blistering performance figures to whichever privateer teams buy one to enter in racing series around the world. The M6 GT3 is slated to hit the circuits next year, when it will join the lineup alongside the M6 coupe, M6 convertible and M6 Gran Coupe, to say nothing of the M6 safety car used in MotoGP. In a related development, BMW Blog reports that the Bavarian automaker is probing potential interest in bringing the M235i Racing to North America. The entry-level model in the BMW Motorsports range, the M235i Racing sells in Europe for the equivalent of $68,000. The next milestone: the BMW M6 GT3 is rolled out at the BMW premises in Dingolfing. 05.02.2015 Munich (DE), 5th February 2015. BMW's new figurehead for the GT racing scene has been given its first run: last Saturday, the test track on the premises of the BMW factory in Dingolfing (DE) provided the stage for the roll-out of the BMW M6 GT3, with which BMW teams will compete in national and international series, as well as at iconic endurance races, from 2016 onwards. The car left the garage for the first time at precisely 14:00 with Jorg Muller (DE) at the wheel. This gave the BMW works driver the honour of creating the next milestone in the development of the BMW M6 GT3. "This is a big moment for everyone who has worked so intensely and passionately on the development of the BMW M6 GT3 in recent months," said BMW Motorsport Director Jens Marquardt.

BMW 4 Series Gran Coupe spotted wearing minimal camo, M Sport pack

The new BMW 4 Series is essentially the coupe version of the latest 3 Series. So it would stand to reason that the four-door version of the 4 Series, in turn, would be the 3 Series - right? Well, yes and no.
Just as BMW offers both a 5 Series sedan and a four-door version of the 6 Series called the Gran Coupe, so, too, will its 4-Series family expand. So following the release of the new 4 Series Convertible, here we have the latest batch of spy shots showing the upcoming 4 Series Gran Coupe - which in turn should not be confused with the hunchbacked 3 Series Gran Turismo, which is more of a sporty wagon than a four-door coupe.
The nearly ready test vehicle pictured here is wearing only minimal camouflage to hide some last few details, but also appears to be wearing the M Sport package that will bridge the gap (at least, visually speaking) between the base models and the M4 Gran Coupe that is all but certain to follow.
