Car and Driver 10Best list cracked by Tesla Model S, BMW 3 Series left off

Car and Driver is keeping new blood pumping into its annual 10Best cars list with three new entries making it on for 2015 and a perennial favorite falling off. Among the biggest shocks this year is that the BMW 3 Series and 4 Series are no longer named, despite years of some portion of that lineup earning a mention. In another surprise, the Tesla Model S (specifically in S 60 trim to fit under the $80,000 cost cap) makes it to the 2015 roster and is the only electrically motivated member of the group. Despite the loss of the 3 Series, BMW isn't entirely shut out this year, because the M235i gets its name on the list. Car and Driver argues that the little coupe feels like a welcome throwback to the E46 chassis M3 of the early 2000s. In addition to the Model S, the final newbie to the annual group is the 2015 Ford Mustang GT. The inclusion of these new members knocks the Audi A6/A7 family and Ford Fiesta ST out from the 2014 rundown. The other seven models carry over from last year, including the Cadillac CTS, Chevrolet Corvette Stingray, Honda Accord, Mazda3, Mazda6, Porsche Boxster/Cayman and Volkswagen Golf/GTI. The 2015 10Best cars list certainly seems to have something for everyone from the hot hatch fan to the family man and even the green car driver, thanks to the addition of the Tesla. 2014 BMW 4 Series drops its top, priced from $48,750*

BMW will debut its new 2014 4 Series Convertible at the Los Angeles Auto Show in November, and after seeing plenty of spy shots and, most recently, some leaked images, we now have all the official details. To no one's surprise, the 4 Series convertible is, essentially, a topless version of BMW's new-for-2014 4 Series coupe, and will be offered in the United States in the same 428i and 435i guises.
On the base end, that means the 428i Convertible arrives with the company's 2.0-liter turbocharged inline four-cylinder engine, good for 240 horsepower and 255 pound-feet of torque, and available with either rear- or all-wheel drive. BMW says the 428i will sprint to 60 miles per hour in a respectable 6.2 seconds. For folks in need of more thrust, BMW will happily sell you a 435i Convertible, available only with rear-wheel drive, powered by a 3.0-liter, twin-turbocharged inline-six that produces 300 hp and 300 lb-ft of twist. Hitting 60 mph in the 435i will take roughly five and a half seconds with the standard eight-speed auto. Curiously, BMW did not mention anything about a six-speed manual transmission for either model, so looks like this droptop might be an auto-only affair. We've contacted BMW for confirmation, so we'll keep you posted.
Like the 3 Series Convertible it replaces, the 4 Series uses a three-piece folding hardtop configuration, and BMW says that added sound deadening reduces audible wind noise by about two decibels. Folding the automatic roof takes just 20 seconds, and can be done at speeds up to roughly 11 mph. For chilly, top-down driving (something we're big fans of), there are now three-temperature neck warmers for the front seats - just like what Mercedes-Benz offers with its AirScarf system.

Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below.
