Will global automakers drop local JV partners if China's government says they can?

Chinese economic policies could be in for a big change, as President Xi Jinping pushes the communist country to open its domestic markets even further. That could mean big things for the auto industry, especially when it comes to the country's far-reaching joint-venture system.
According to Chinese law, foreign automakers may only maintain a fifty-fifty partnership with their domestic counterparts. But with Jinping's push for openness leading to potential free-trade deals, that policy could be relaxed (or eradicated all together) in short order. What's an automaker to do?
Well, in BMW's case, stay the course. Automotive News Europe reports that, despite the grumblings about the JV policy changes, the German manufacturer has resigned its agreement with Brilliance through 2028. This is made doubly remarkable by the fact that BMW signed the extension over three years before it was set to expire.

Recharge Wrap-up: Venturi to break electric world record, app shows where bike lanes are needed

Electric automaker Venturi hopes to post a new electric land speed record this week, despite Bonneville Speed Week being cancelled. The VBB-3, developed with Ohio State University, is powered by two 1,500-hp electric motors. If the salt flats are sufficiently dry, the team hopes to set a new electric world speed record of over 600 kilometers per hour (373 mph), and possibly 700 kph (435 mph). A new app is trying to fix Wiesbaden, Germany's bike problem. A bike organization named the city the worst in the world for cycling. In response, a local group developed an app that uses crowdsourced routes to suggest where bike lanes and paths should go. The app tracks users routes as they ride, and maps them to show where the city could benefit from improving its infrastructure. BMW has delivered the first i8s at the Pebble Beach Concours d'Elegance in California. The first customers include Roger Penske, Rick Hendrick and Tony Fadell (founder and CEO of Nest). The lucky new owners were also treated to a gourmet meal from Chef Thomas Keller, who was also among those to receive the i8 at the event. As mentioned, BMW also auctioned off a special edition i8 at Pebble Beach for $825,000, considerably more than the car's base MSRP of $135,700. Read more in the press release from BMW, below. Uber's Berlin ban has been suspended by a local court. The city banned the car-hailing app for failing to meet passenger safety standards. The court will now decide whether to uphold the ban or toss it out. This was the second time this year that Uber had been deemed unlawful in Berlin. Uber continued to operate throughout its ban, despite threats of fines. If upheld, Uber could be fined $34,000 for picking up a passenger. Read more at The New York Times. BMW X4 M40i spotted testing in Germany

The stream of segment-busting BMW variants is showing no signs of letting up, and with the latest addition now upon us, questions have been circulating as to whether the Bavarian automaker would do an M version of the new X4 crossover. The jury may still be out on that proposition, but the latest intel suggests that, while a full-on X4 M may not be in the cards, a next-best-thing X4 M40i is in the works. And that appears to be what we're looking at in this fresh batch of spy shots.
Spotted for the first time undergoing testing in Germany, this X4 is tipped to be the next addition to the M Performance line that's already given us near-boiling models like the M135i and M235i on the one hand and the diesel-powered M550d, X5 M50d and X6 M50d on the other. Power in this case is tipped to come from the same 3.0-liter turbo six as the upcoming M2, producing between 360 and 380 horsepower.
Unlike the current top-of-that-specific-line X4 35i, which has two tailpipes on one side, this partially-camouflaged prototype has one pipe protruding from each corner of the rear bumper, but looks like it could easily accommodate twin pipes on both sides. Expect commensurate suspension, brake, rolling stock, aero and trim upgrades to come as part of the package, though they likely won't be quite as substantial as those applied to the X5 M and X6 M.
