Why are all US-bound BMW i3 EVs with range extenders stuck at port?

The first BMW i3 EVs have been delivered in the US, but in a quirk of the rules, none of them have been the range-extended versions. Long-time BMW electric vehicle driver Tom Moloughney discovered this fact the hard way. His i3 REx has been sitting at a New Jersey port for over a week and he's getting impatient. The problem is something Moloughney calls a "Monroney Hold." So, instead of sitting there fuming, Moloughney did a bit of research and discovered that the problem is something he calls a "Monroney Hold." He says that "the EPA certification has not been completed so BMW doesn't have a Monroney label (window sticker) to post in the window before the car leaves the port, which is required by law. The range extender option changes (shortens) the car's electric range, and also requires an official MPG rating so BMW couldn't use the same Monroney label as they did for the all electric i3." You can read more on his website, but it turns out that the story isn't so simple. For one thing, the EPA testing has been finished. Washington State representative Chad Magendaz told Moloughney that he asked the EPA for an official statement and got the following from Linc Wehrly, Director of the Light-Duty Vehicle Center Compliance Division: "EPA tested the i3 REx and provided the results of that testing to BMW on May 13th. EPA is not aware of anything that would prevent BMW from importing the vehicles since May 13th." Then there's the official word from BMW. Spokesman Dave Buchko told AutoblogGreen that: We are moving as quickly as possible to release the first BMW i3 Range-Extender models to BMW i Centers. Receipt of test data from the EPA is one step, but not the final step, in the process of receiving certification from the EPA. Rules do not permit the release of vehicles for sale until EPA labels are finalized, produced and affixed to any vehicle. Barring any unforeseen delays, we expect that to happen by the end of this week. We have never certified a vehicle like this before. We are taking every precaution to make sure that everything is done in a timely, but more importantly correct manner. In that Monroney labels cannot be produced until the EPA certification process is complete, the characterization [of a "Monroney Hold"] is not technically incorrect, but there is more to it than that, as is often true in life. BMW 5 Series wagon makes incognito grocery run by way of the 'Ring

With a debut in 2009, it's high time that BMW delivered the world with the standard mid-cycle refresh of its popular 5 Series. While we aren't expecting to see it here in the United States, that freshening will include the vehicle shown above, the 5 Series wagon.
This is only the second time we've spotted the camo'd, long-roof 5er in the past year, and while it was chained to a flat-bed in those snaps, today, we can see it lapping the Nürburgring. In addition to the images from the track, we also have our first look at the cabin of the freshened 5 Series, although even it is covered in camouflage, making it quite difficult to spot anything of substance.
As for the exterior, expect modest changes for the second-half of the F10 5er's life, with typical tweaks like new headlights and taillights, and perhaps a freshened front fascia. Considering we last saw the upcoming 5 Series just over a year ago, we'd expect an auto show debut for this smoothed-over model in the not-so-distant future, with Paris a leading candidate.

Next BMW 5 Series hits the 'Ring

Here are our latest photos showing the new BMW 5 Series, codenamed G30, testing at the Nurburgring. Based on the fairy door on the left front fender, we'll take this as the purported PHEV version that we caught last time around on German city streets. According to the insiders at BMW Blog, the 5er hybrid will take heavy inspiration from the X5 xDrive40e, including the 2.0-liter four-cylinder engine with electric assistance and a combined power rating of about 300 horsepower. The lighter CLAR architecture making its way under the 3, 5, 6, and 7 Series models is expected to remove anywhere from 80 to 100 kilograms in the 5, enabling non-US markets to partake of the 150-hp, turbodiesel three-cylinder engine at the entry-level end. However, the engine symphony will run up the scale through four-, six-, and eight-cylinder registers that include a 400-hp M550 diesel and a 600-hp V8 in the M5. The tech story is 'Go Go Gadget G30,' with rumors of autonomous abilities like being able to overtake other cars on its own – and signaling beforehand – and parking itself. Inductive charging through a floor-mounted plate, as shown at this year's Consumer Electronics Show, a new iDrive layout with a touchscreen and gesture-enabled functions, and over-the-air updates are also expected. We could see it revealed at next year's Geneva Motor Show, or maybe the 2016 Auto China, in Beijing, or sooner.
