Why are all US-bound BMW i3 EVs with range extenders stuck at port?

The first BMW i3 EVs have been delivered in the US, but in a quirk of the rules, none of them have been the range-extended versions. Long-time BMW electric vehicle driver Tom Moloughney discovered this fact the hard way. His i3 REx has been sitting at a New Jersey port for over a week and he's getting impatient. The problem is something Moloughney calls a "Monroney Hold." So, instead of sitting there fuming, Moloughney did a bit of research and discovered that the problem is something he calls a "Monroney Hold." He says that "the EPA certification has not been completed so BMW doesn't have a Monroney label (window sticker) to post in the window before the car leaves the port, which is required by law. The range extender option changes (shortens) the car's electric range, and also requires an official MPG rating so BMW couldn't use the same Monroney label as they did for the all electric i3." You can read more on his website, but it turns out that the story isn't so simple. For one thing, the EPA testing has been finished. Washington State representative Chad Magendaz told Moloughney that he asked the EPA for an official statement and got the following from Linc Wehrly, Director of the Light-Duty Vehicle Center Compliance Division: "EPA tested the i3 REx and provided the results of that testing to BMW on May 13th. EPA is not aware of anything that would prevent BMW from importing the vehicles since May 13th." Then there's the official word from BMW. Spokesman Dave Buchko told AutoblogGreen that: We are moving as quickly as possible to release the first BMW i3 Range-Extender models to BMW i Centers. Receipt of test data from the EPA is one step, but not the final step, in the process of receiving certification from the EPA. Rules do not permit the release of vehicles for sale until EPA labels are finalized, produced and affixed to any vehicle. Barring any unforeseen delays, we expect that to happen by the end of this week. We have never certified a vehicle like this before. We are taking every precaution to make sure that everything is done in a timely, but more importantly correct manner. In that Monroney labels cannot be produced until the EPA certification process is complete, the characterization [of a "Monroney Hold"] is not technically incorrect, but there is more to it than that, as is often true in life. BMW i8 fully revealed ahead of Frankfurt debut

It may be early in the morning here in the US, but in Germany, the first day of the 2013 Frankfurt Motor Show is in full swing. BMW took advantage of the early start and showed off its long-awaited i8 plug-in hybrid sportscar, a two-plus-two, swan-wing-doored coupe, to the Frankfurt crowd.
We drove a BMW i8 prototype back in August, so many of the things we're reading today are clarifications on our initial suspicions or speculations. Underhood sits a 1.5-liter, turbocharged, three-cylinder engine. On its own, it churns out a respectable 231 horsepower and 236 pound-feet of torque, which is then channeled to the rear wheels by way of a six-speed automatic transmission. An electric motor, meanwhile, sends 131 hp and 184 lb-ft of torque through a two-speed automatic to the front wheels.
With all-wheel drive at its disposal, the total system power sits at 362 hp and 320 lb-ft of torque, and allows the i8 to scamper to 62 miles per hour in just 4.4 seconds. That excellent performance is offset by an estimated fuel economy figure of 94 miles per gallon, though, making this a fast and efficient vehicle. Charging is impressively fast on the i8, with a full charge coming from a 110-volt outlet in under four hours. A BMW Charging Station will trim the charge time down to 1.5 hours.

BMW jazzes up the Z4 with Pure Fusion Design package

While the new M3 sedan and M4 coupe may be the big news, they're not the only things that BMW has in the cooker. The Bavarian automaker has just announced a new special edition that serves to highlight the Z4 roadster.
Called the Pure Fusion Design package, the specially-equipped Z4 incorporates Nappa leather trim in ivory with brown stitching covering the seats, armrests and door panels. The lower dashboard is done up to match in white, with brown-accented black leather upper dash, window sills, sun visors and instrument surround. A brown leather line accents the interior, with Fineline wood trim.
BMW is offering the Z4 Pure Fusion Design in the unique shade of sparkling brown metallic pictured here, along with other available colors, and customers can combine the package with the M Sport pack as well. Scroll down for the full press release.
