Can the government mechanically force you to wear your seatbelt? [w/poll]

The National Highway Traffic Administration is considering the use of ignition interlocks in vehicles that would require the seatbelts of occupied seats to be fastened in order to drive the car, Automotive News reports, four decades after Congress moved to prevent manufacturers from installing them in cars sold in the US market. Following a transportation bill passed last year that lift some of the restrictions on seatbelt interlocks, automakers such as BMW are considering the benefits of using them in future cars. Now, before you go crying about your lost freedom, keep reading.
BMW said in an October 2012 petition that the use of seatbelt interlocks would allow the company to make lighter and more spacious vehicles, if the devices could be used in lieu of unbelted crash tests. The crash test has required the addition of bulky safety features, such as knee bolsters, that aren't as necessary when occupants are buckled up, especially when considering the dizzyng list of safety features that come standard on today's cars. Europe, which has a higher rate of seatbelt use than in the US, doesn't perform unbelted crash tests on cars sold there.

The goal is to improve London's air quality, encourage the purchase of clean vehicles and offset the inconvenience of charging diesel cars to enter the city's proposed Ultra Low Emissions Zone. Read more at Green Car Congress or in the press release below. BMW, Nissan, Renault and Volkswagen are teaming up to create a better EV charging infrastructure in the UK and Ireland. As part of the Trans-European Transport Network (T-ENT) program, the group aims to create extended EV-friendly roadways with the UK Rapid Charge Network, connecting major cities on the islands. Plans for the network include 70 rapid chargers along 684 miles of road. The four manufacturers also want to extend the project to mainland Europe to encourage the adoption of EVs. The City Car EV concept is slated to make its debut in November at the Guangzhou Auto Show, while a production version could make its way onto Chinese roads next year. We might have to wait until the debut to know what powers the City Car, as those details haven't been released yet. General Motors is a 43-percent stakeholder in Wuling. Now customers will be able to use either app to pay in any of the city's 20,000 green and yellow taxis. There's no need for separate apps for separate cabs, and no need for drivers to install any new equipment. Alpina XD3 Bi-Turbo offers facelifted looks, diesel-powered 4.9-sec 0-62 sprint [w/video]

I've always thought it would be fascinating to look at the psychographic data of Alpina's customer base. While the company's high-zoot rendition of BMW 7 and 5 Series sedans makes plenty of sense, I don't quite understand the appeal of the still-expensive tunes, further down the range. Enter the European-only Alpina XD3 Bi-Turbo, which made its debut here in Geneva today. The XD3 has been around for a bit, but this year it's refreshed to coincide with the BMW X3's own nip-tuck. The result is essentially a new front and back fascia on the same, ginormous Alpina wheels that make the brand's products instantly recognizable. For anyone that covets huge diesel performance in a small SUV-shaped package, that's a good thing. The XD3 pushes a whopping 516 pound-feet of torque and 345 horsepower out of its 3.0-liter, biturbo sixer, all good for a 0-62-mile-per-hour sprint of just 4.9 seconds. Which is quick by any measure. Still, the privilege of driving the fast, high-center-of-gravity Bimmer doesn't come cheaply – Alpina would like just over 69,000 euro ($77,000 by today's rates) for each example. That kind of coin will buy a European equal performance in the form of a Porsche Macan diesel, or any number of non-SUV performance rides, too. It takes a special mind, I suppose... Related Video:
