Did BMW drag its feet on Mini recall?

The National Highway Traffic Safety Administration is opening an investigation into BMW's reporting of a recall for 30,456 examples of the 2014-2015 Mini Cooper Hardtop, Cooper S, and the 2015 John Cooper Works. According to the government, "it appears from a review of NHTSA's databases that BMW may have failed to submit recall communications to NHTSA in a timely manner." The automaker issued the recall in July because crash tests showed the models didn't meet side impact requirements for passengers in the back seat. While there were no reported injuries at the time, the company decided to install energy-absorbing material in the space between the rear interior panels and the exterior. However, NHTSA has decided to investigate whether this campaign should have started much earlier, given the evidence the company had. According to the government's report, the Cooper Hardtop failed side-impact tests in 2014, although one of these tests was five-miles-per-hour faster than the Federal Motor Vehicle Safety Standard. The agency claims: "In January 2015 BMW verbally committed that it would conduct a service campaign to add padding to the rear side panels of MY 2015 Mini 2 Door Hardtop Cooper models. However, BMW did not initiate the service campaign and failed to inform NHTSA of its failure to do so." A subsequent crash test of an example with this fix showed it to make the vehicle compliant with the rules. Mini spokesperson Mariella Kapsaskis told Autoblog: "Regarding the NHTSA audit query, BMW Group is evaluating the request and will respond to NHTSA as appropriate." Giles Taylor succeeds Ian Cameron as head of Rolls-Royce design

Back in the day, a Rolls-Royce looked pretty much the same as a Bentley, but with a different grille. Once BMW took over Rolls-Royce, however, it was faced with the challenge of visually separating itself from its former sister brand. And most would agree that it did so pretty well. But its cars have looked pretty much the same ever since. What Rolls-Royce needs, then, is a bit of a design shake-up. And that's just what this latest appointment could bring.
After a baker's dozen years as design director at Rolls-Royce (and twenty years designing for the BMW Group altogether), Ian Cameron is retiring from his post. In his place, Rolls-Royce has named Giles Taylor as its new director of design. In his new capacity, Taylor will report directly to BMW Group chief designer Adrian van Hooydonk, and be responsible for all design matters related to the Rolls-Royce brand and its products.
Taylor was promoted to the role from his previous position as head of exterior design for the marque, a position he's held for barely more than a year. We'll be eagerly watching to see what the veteran British car designer has in store for the future of Rolls-Royce. In the meantime you can read the full announcement below.

Playboy reveals its 2013 Cars of the Year

Vaunted men's magazine Playboy knows that its readers are nearly as interested in cars as they are in the female anatomy... sorry, we thought we could write that with a straight face. Anyway, the buff-book does occasionally fill some of its spreads with sexy metal, to accent all the rest of the sexiness.
To wit, the magazine has unveiled its feature on the 2013 Cars of the Year. Without giving us much in the way of criteria for the awards, nor a clear framing of the categories ("Responsible Ride" is a particularly challenging concept, especially when you consider that the Mazdaspeed3 was the winner), Playboy has nevertheless highlighted what we assume to be it's favorite 12 or 13 (depending on how you count) cars from the 2013 model year.
Headlining the class is the Porsche 911, which Playboy writers single out for having "remarkable electronic voodoo." BMW M5 is named "Slickest Sports Sedan" though the Cadillac ATS then follows on because "we couldn't resist giving the new Caddy a shout-out." The rest of the picks are pretty conventional (save, perhaps, the Honda Fit EV as "Ace Electric"), even if the categories and methodology are fairly wonky.
