Recharge Wrap-up: Nissan Leaf in Puerto Rico, BMW i3 REx tax-free in NJ, BC2BC cancelled [UPDATE]

Envia Systems will develop battery technology for United States Advanced Battery Consortium (USABC), a subsidiary of the United States Council for Automotive Research (USCAR). The $7.7 million contract, co-funded by the US Department of Energy (DOE), involves a 36-month development program focusing on high-energy cathode and anode material for lithium-ion batteries and pouch cells for electric vehicles. The goal, of course, is to create better energy storage for less money in an effort to make commercial EVs more efficient and affordable. For the DOE, this also equates to energy security, energy independence and national security. Read more in the press release at the bottom of the page. The US and China have agreed to work together more closely on EVs, energy and climate issues. US Secretary of Energy Ernest Moniz went to Beijing for the sixth US-China Strategic and Economic Dialogue to meet with leaders. While there, Moniz and Wu Xinxiong of China's National Energy Administration (NEA) signed a memorandum of understanding allowing the DOE and NEA to share information regarding oil reserves. The groups will meet yearly to learn more about how each other manages petroleum stockpiles and policy. Moniz also met with Minister Miao Wei of the Chinese Ministry of Industry and Information Technology and signed an MOU to cooperate on electric vehicles and "related technologies," including the "inter-operability of electric vehicles." Read more at the Energy Department website. August's BC2BC all-electric vehicle rally, billed as the largest gathering of electric vehicles, has been cancelled. The event, which was to include a drive up the entire coast from Mexico to British Columbia with smaller events along the route, failed to bring in the needed sponsorship to hold the rally for its third year. A Facebook post from organizer Tony Williams also cited loss of venue and lack of support from automakers - "particularly Nissan and Tesla" - as hardships. The event was scheduled to take place August 9 through 17, with only battery electric vehicles invited to take part - no plug-in hybrids or range-extended vehicles. Chairman says BMW will make 100,000 electric vehicles a year by 2020

We know demand for the BMW i3 has been high, both in the US and Europe. It appears that BMW's crystal ball is showing a steady increase in interest between now and 2020. By that year, according to Norbert Reithofer, chairman of the board of management for BMW AG, the company expects to build 100,000 units a year. That's not quite as EVs many as Tesla is talking about for 2020 (500,000), but it would represent quite an increase from the roughly 20,000 units that the best-selling plug-in vehicles moved in 2013. Reithofer told Automotive News that plug-in vehicle production would steadily increase by 2018 before hitting full stride at the end of the decade. He also made sure to clarify that there was external pressure to make 100,000 EVs a year: "we will be forced to build them in a six digits figure to comply with stricter emission rules." The plug-in electric vehicles are just one part of BMW's effort to reduce emissions. In prepared remarks delivered at the company's annual accounts press conference (available in full below), Reithofer said, "Customer demand [for i3] is exceeding our expectations. ... We believe the electric motor is a future technology for zero-emission driving in urban areas. Battery technology will continue to progress. ... When it comes to emission-free long-distance driving, however, electric cars featuring hydrogen fuel cell technology offer great potential." He didn't say how many fuel cell cars BMW expects to make and sell in 2020, but BMW's collaboration with Daimler and Renault-Nissan is supposed to launch the "world's first affordable, mass-market fuel cell electric vehicles as early as 2017." 2014 BMW 328d xDrive Sport Wagon

There's a running joke among auto writers that the perfect car would be a diesel-powered, rear-drive wagon with manual transmission and no power accessories whatsoever. It would only be available in brown and would somehow be as fun to drive as a Mazda MX-5 Miata. Makes total sense, right?
Realistically, no manufacturer is ever going to completely fulfill our wishes, no matter how much we beg, plead, kick and scream about our dream car that most of us would actually never buy. The best we can do is hope for a vehicle that mixes some aspects of this ideal journalist's car. And in today's world, that vehicle just might be the BMW 328d xDrive Sport Wagon.
No, it's not available with a manual gearbox, and power can only be sent through an xDrive all-wheel-drive system. It's also not available in brown (although both Mojave Metallic and Sparkling Bronze Metallic are acceptable stand-ins), but it ticks the two main boxes of being a diesel-powered wagon, one of only a couple such models in the United States.
