Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. 2014 BMW 4 Series Coupe officially debuts, priced from $41,425*

Well, that didn't take long. Less than two hours after the first images of the 2014 BMW 4 Series Coupe leaked onto the Internet, we've been given the go-ahead to publish the whole kit and caboodle. And while we won't say we told you so, it looks as though the car's official details are standing true to our earlier predictions.
In other words, BMW will offer the 4 Series in 428i and 435i models, both of which can be had with xDrive all-wheel drive. Just like in the 3 Series, the 428i is powered by a 2.0-liter turbocharged inline four-cylinder engine, good for 240 horsepower and 255 pound-feet of torque, and the 435i gets BMW's turbocharged 3.0-liter inline-six making 300 hp and 300 lb-ft. In three of the four models, both a six-speed manual and eight-speed automatic transmission are available; the 428i xDrive can only be had with the auto 'box. The 428i (with rear-wheel drive, we assume) can hit 60 miles per hour in 5.7 seconds (though BMW doesn't specify with which transmission), and the 435i will do that same sprint in 5.3 seconds with the manual and five seconds flat with the eight-speed auto.
We've already dissected the 4 Series' visuals, but the numbers show just how different it is from the 3 Series sedan. The 4 Coupe is one-tenth of an inch longer overall, while riding on the same 110.6-inch wheelbase, is 0.6 inches wider, and has a roofline that's a full 2.7 inches closer to the ground. It looks sleek, incorporating BMW's new design language from the 3 Series with an overall profile that's similar to the larger 6 Series coupe.

Rinspeed previews Budii concept ahead of Geneva show

Every year Frank Rinderknecht and his team at Rinspeed come to the Geneva Motor Show with another fantastical concept car, and next year's will be no exception. Though the show may still be several months away, the Swiss outfit is already giving us a glimpse of what to expect. Rinspeed's latest project is called the Budii, and it aims to "redefine the relationship between man and machine." As you might have guessed, that means driverless technology. Specific details at this point are limited, but the design calls for an electric vehicle with an adaptable cabin featuring drive-by-wire steering wheel. That wheel can swing out of the way to the center of the dashboard or to either side, should driver or passenger (as blurred as those rigid concepts become in this case) wish to take control. Beyond that we don't know much at this point, but the image above seems to indicate it'll be based on the BMW i3. Meanwhile the long list of partners and suppliers suggest it'll feature a design by Mansory, a Harman infotainment system and a Carl F. Bucherer analog clock embedded in the dynamic dashboard. 2015 Geneva Motor Show Rinspeed exhibits "Budii" at the 2015 Geneva Motor Show: "We need to redefine the relationship between man and machine" As far as Swiss automotive visionary Frank M. Rinderknecht is concerned, the breakneck speed of technical developments forces us to redefine our relationship with the automobile. The farsighted Swiss says: "Until now, what we have primarily associated with auto mobility was freedom and individuality. And - consciously or unconsciously - we are prepared to pay a high price in many regards for these privileges. We need only look at the accident statistics." Autonomous driving undoubtedly offers the opportunity to drastically diminish some of the drawbacks of private transport. For example, the number of traffic accidents could drop worldwide. But although it will be less prone to err than humans, even the best technology will not be perfect. "That is something we will have to accept," believes the boss of Rinspeed, the Swiss automotive powerhouse of ideas.
