Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. Recharge Wrap-up: Chevy Volt named KBB "Best Buy," slow BMW i3 sales in Germany

The Chevrolet Volt has been awarded Kelley Blue Book's Electric/Hybrid Car Best Buy for 2015. KBB cited the car's electric commuter capabilities, extended range, acceleration, design and overall value as reasons to place it above the Nissan Leaf, BMW i3 and Toyota Prius. It works well in the real world, and doesn't leave drivers with range anxiety. Plus, it's comfortable, and a fun car to drive, according to KBB. Read more at Kelley Blue Book. The BMW i3 is seeing slow sales in Germany. BMW has sold about half the number of i3s it expected in its home country, with about 1,900 sold in the first nine months. BMW projected sales of 5,000 to 6,000 in the first year. BMW partly blames long shipping times for the slow sales, and the company is offering incentives in hopes of getting more people to adopt the electric car. In the US, BMW sold more than 1,000 units each month between August and October. Read more at Green Car Reports. Audi is pursuing new carbon-neutral synthetic fuels - or e-fuels - such as Audi e-diesel. Audi's newest project uses electrolysis of water to create hydrogen, which it then reacts with CO2 extracted from the air. The result is a liquid - called Blue Crude - full of energy from hydrocarbon compounds. The Blue Crude can then be converted into a sulfur-free synthetic diesel called e-diesel. This e-diesel can be used as a drop-in fuel, blended into fossil diesel for a more renewable fuel. Read more at Hybrid Cars. Uber is partnering with Spotify to allow passengers to choose what music they listen to during their ride. Users will be able to choose their own playlist that will be ready and playing for them when they are picked up. It offers a more personalized experience from the ride-hailing service, which, according to Uber CEO Travis Kalanick, is "nirvana" for music lovers. Paying Spotify users will be able to use the feature initially in London, Los Angeles, Mexico City, Nashville, New York, San Francisco, Singapore, Stockholm, Sydney and Toronto. BMW M4 Convertible poised for Goodwood unveil

It shouldn't be a shock that BMW is working on a convertible version of the M4. Not only have we caught it testing twice, but this is an automaker that seems willing to build a vehicle for nearly every buyer's needs. Evo claims that the high-performance droptop is going to debut at this year's Goodwood Festival of Speed in England from June 26-29.
Judging from the spy shots we've seen, the M4 Convertible will consist of a retractable hard top like the 4 Series cabrio. Other than the roof, there aren't expected to be many changes from the coupe. The engine will be the same turbocharged, 3.0-liter inline six-cylinder engine, but the added weight of the roof and its mechanism may take a small bite out of performance.
We spoke to BMW USA about the rumor and were told that it has no comment at this time. After the M4 Convertible, Evo claims that BMW is working on a M4 Gran Coupe. How that would be all that different from an M3, isn't exactly clear.
