Why are all US-bound BMW i3 EVs with range extenders stuck at port?

The first BMW i3 EVs have been delivered in the US, but in a quirk of the rules, none of them have been the range-extended versions. Long-time BMW electric vehicle driver Tom Moloughney discovered this fact the hard way. His i3 REx has been sitting at a New Jersey port for over a week and he's getting impatient. The problem is something Moloughney calls a "Monroney Hold." So, instead of sitting there fuming, Moloughney did a bit of research and discovered that the problem is something he calls a "Monroney Hold." He says that "the EPA certification has not been completed so BMW doesn't have a Monroney label (window sticker) to post in the window before the car leaves the port, which is required by law. The range extender option changes (shortens) the car's electric range, and also requires an official MPG rating so BMW couldn't use the same Monroney label as they did for the all electric i3." You can read more on his website, but it turns out that the story isn't so simple. For one thing, the EPA testing has been finished. Washington State representative Chad Magendaz told Moloughney that he asked the EPA for an official statement and got the following from Linc Wehrly, Director of the Light-Duty Vehicle Center Compliance Division: "EPA tested the i3 REx and provided the results of that testing to BMW on May 13th. EPA is not aware of anything that would prevent BMW from importing the vehicles since May 13th." Then there's the official word from BMW. Spokesman Dave Buchko told AutoblogGreen that: We are moving as quickly as possible to release the first BMW i3 Range-Extender models to BMW i Centers. Receipt of test data from the EPA is one step, but not the final step, in the process of receiving certification from the EPA. Rules do not permit the release of vehicles for sale until EPA labels are finalized, produced and affixed to any vehicle. Barring any unforeseen delays, we expect that to happen by the end of this week. We have never certified a vehicle like this before. We are taking every precaution to make sure that everything is done in a timely, but more importantly correct manner. In that Monroney labels cannot be produced until the EPA certification process is complete, the characterization [of a "Monroney Hold"] is not technically incorrect, but there is more to it than that, as is often true in life. Beverly Hills road rage incident ends with BMW driver ramming bicyclist

An instance of road rage turned mortally dangerous in Beverly Hills, CA, recently, when an incident between a cyclist and a BMW driver took a scary turn in front of a rolling security camera.
LA Weekly reports that the person on the bicycle and the driver of the 2008 BMW 328i in the video had some kind of altercation, resulting in the cyclist punching the driver. The driver then followed the biker to an alley on the 9000 block of Wilshire Blvd and, according to the Beverly Hills Police Department, "Intentionally rammed the bicyclist with his vehicle pinning him to a metal rolling trash bin."
That the act was intentional is clearly evident in the video footage below, captured on a security camera. Police have published the video in the hopes of tracking down the driver, who is said to be in his mid-30s with dark hair, dark eyes and a thin build. BMW says 80 percent of i3 plug-in EV buyers come from other brands

BMW is feeling continued good vibes from its recently launched i sub-brand of plug-in vehicles. The German automaker, which started selling its i3 battery-electric vehicle in Europe late last year, is finding better-than-expected demand for both the i3 and the i8 plug-in hybrid, Automotive News Europe says, citing an interview with BMW executive Ian Robertson. The i3 is attracting a lot of new blood, too. Robertson said about 80 percent of new i3 owners were not previously Ultimate Driving Machine loyalists, indicating the curiosity factor for the company's new plug-in models runs high, Robertson says. BMW has sold more than 3,000 i3 vehicles since debuting the model in Europe last November. In April, the company boosted daily production of the i3 from its German factory to about 100 units from 70. Read more from Robertson here. Europe's largest markets for the i3 are the UK, Germany and Norway. In the US, BMW sold 336 i3 vehicles in May, its first month of sales here. The i3 was recently rated to go 81 miles on a single charge when it has an electric engine only.
