Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. 2019 BMW M850i xDrive: How it compares on paper with other GT coupes

Although the hot new vehicles for the rich seem to mainly comprise SUVs and supercars, the neglected luxury GT coupe segment is starting to see some life again. The latest to add a spark to this set is the 2019 BMW M850i xDrive. It goes on sale later this year, and revives the 8 Series that's been dead since the 1990s. The first version available to Americans will be one with a twin-turbo 4.4-liter V8, with other versions likely following. Before it launches, we wanted to get a lay of the grand-touring land and see how the new BMW stacks up to the competition in performance, practicality and price. While some of these models have higher-performance or more-affordable iterations, we picked the versions that would be the closest match to this 8 Series model. They include the 2019 Lexus LC 500, 2018 Mercedes-Benz SL 550, 2018 Mercedes-Benz S 560 Coupe and the 2018 Maserati GranTurismo. Engines, transmissions and performance On paper, the BMW M850i xDrive is clearly the performer of the group. It has the most power and torque at 523 horsepower and 553 pound-feet. Coupled with all-wheel-drive and an eight-speed automatic, the car is able to overcome its relatively portly 4,478-pound curb weight to hit 60 mph in a scant 3.6 seconds. That's more than half a second quicker than the lightest car in the group, the Mercedes-Benz SL550, which weighs 4,012 pounds. The other three vehicles are in the low- to mid-4-second range to 60 mph. Though the Maserati is the slowest to 60 mph, it does boast the highest top speed of 186 mph. The M850i and SL 550 are electronically limited to 155 mph, while the Lexus is limited to 168 mph. The Mercedes S 560 has the lowest top speed at an electronically limited 130 mph. View 52 Photos Of interest is that there's a 50/50 split among these cars between using a pair of turbos, and having none at all. The BMW and Mercedes resort to forced induction, whereas the Lexus and Maserati choose to stay naturally aspirated. This is likely why the Germans break 500 pound-feet of torque, while the others don't make it to 400. Also interesting is the spread of gear quantity. The Maserati has just six ratios to choose from, and the Lexus has a whopping 10.

Hamann M6 Gran Coupe is all flared and shiny

Oh, Hamann. After rolling out the ridiculously pink Mystère at this year's Geneva Motor Show, the tuning company has worked its mirror-finishing magic on the BMW M6 Gran Coupe, debuting this, the aptly named "Mirror" at the Frankfurt Motor Show. It sure is shiny, and a full 40 millimeters wider than the standard M6 GC.
Hamann says that the, um, "tailor-made suit" exterior treatment is made up of a new front bumper spoiler with large air intakes, side skirts, a new rear spoiler, and wing extensions out back. And the end result is... well, let's just call it noticeable. The special BMW rides on unique 21-inch wheels and sits a full 25 millimeters closer to the ground, as well.
As far as we can tell, Hamann hasn't upgraded the M6's 4.4-liter twin-turbo V8 at all, though there's a new sport exhaust system that "depending on the application area, either noisily announce its presence or purr sportily." Sounds like it's as loud as its newfound appearance.
