Recharge Wrap-up: Nissan Leaf in Puerto Rico, BMW i3 REx tax-free in NJ, BC2BC cancelled [UPDATE]

Envia Systems will develop battery technology for United States Advanced Battery Consortium (USABC), a subsidiary of the United States Council for Automotive Research (USCAR). The $7.7 million contract, co-funded by the US Department of Energy (DOE), involves a 36-month development program focusing on high-energy cathode and anode material for lithium-ion batteries and pouch cells for electric vehicles. The goal, of course, is to create better energy storage for less money in an effort to make commercial EVs more efficient and affordable. For the DOE, this also equates to energy security, energy independence and national security. Read more in the press release at the bottom of the page. The US and China have agreed to work together more closely on EVs, energy and climate issues. US Secretary of Energy Ernest Moniz went to Beijing for the sixth US-China Strategic and Economic Dialogue to meet with leaders. While there, Moniz and Wu Xinxiong of China's National Energy Administration (NEA) signed a memorandum of understanding allowing the DOE and NEA to share information regarding oil reserves. The groups will meet yearly to learn more about how each other manages petroleum stockpiles and policy. Moniz also met with Minister Miao Wei of the Chinese Ministry of Industry and Information Technology and signed an MOU to cooperate on electric vehicles and "related technologies," including the "inter-operability of electric vehicles." Read more at the Energy Department website. August's BC2BC all-electric vehicle rally, billed as the largest gathering of electric vehicles, has been cancelled. The event, which was to include a drive up the entire coast from Mexico to British Columbia with smaller events along the route, failed to bring in the needed sponsorship to hold the rally for its third year. A Facebook post from organizer Tony Williams also cited loss of venue and lack of support from automakers - "particularly Nissan and Tesla" - as hardships. The event was scheduled to take place August 9 through 17, with only battery electric vehicles invited to take part - no plug-in hybrids or range-extended vehicles. BMW M4 to debut in Detroit, lose manual transmission

BMW took the wraps off its M4 Concept at Pebble Beach last weekend, and many speculated that the highly anticipated production version of the sleek new two-door sports coupe would debut at the Los Angeles Auto Show later this year. But a well-placed source tell Autoblog that the E92 M3's successor won't arrive in Southern California this November. Instead, the German automaker will wait until the Detroit Auto Show in January for its first official reveal.
An all-new 3.0-liter inline-six with twin turbochargers is expected under the hood, and it should provide about the same horsepower as the current 4.0-liter V8 (rated at 414 horsepower), but with much more torque that arrives lower on the tachometer. The lightweight engine is said to have an impressively high redline, which is unusual for a turbocharged engine.
Unfortunately, Save the Manuals members aren't going to like this next bit of news. After four generations of three-pedal M3 models, our source says the upcoming F82 M4 will arrive with a dual-clutch transmission (DCT) as standard equipment - with no manual option - just like the latest iteration of the track-ready Porsche GT3 (few have complained about the automaker's PDK after driving the latest sports car from Stuttgart). In exchange for some moans, groans and gripes from enthusiasts, BMW's DCT mounted aft of the M4's inline-six will provide quicker acceleration and improved fuel economy.

There's a running joke among auto writers that the perfect car would be a diesel-powered, rear-drive wagon with manual transmission and no power accessories whatsoever. It would only be available in brown and would somehow be as fun to drive as a Mazda MX-5 Miata. Makes total sense, right?
Realistically, no manufacturer is ever going to completely fulfill our wishes, no matter how much we beg, plead, kick and scream about our dream car that most of us would actually never buy. The best we can do is hope for a vehicle that mixes some aspects of this ideal journalist's car. And in today's world, that vehicle just might be the BMW 328d xDrive Sport Wagon.
No, it's not available with a manual gearbox, and power can only be sent through an xDrive all-wheel-drive system. It's also not available in brown (although both Mojave Metallic and Sparkling Bronze Metallic are acceptable stand-ins), but it ticks the two main boxes of being a diesel-powered wagon, one of only a couple such models in the United States.
