Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. BMW reveals new seven-seat 2 Series Gran Tourer [w/video]

Everything is turning up Gran over at BMW these days. The 4 Series and 6 Series sprout extra doors to become Gran Coupes. The 3 Series and 5 Series get weird rooflines to become Gran Turismos. And now the 2 Series Active Tourer has grown an extra row of seats to become the Gran Tourer. What we're looking at is essentially the same mini-minivan/tall-hatchback that emerged almost exactly a year ago as the first front-drive model in BMW's history. Only in the guise of the new 2 Series Gran Tourer, it's been stretched to accommodate that third row of seats to give it seven-seat capacity – which was to be expected, of course, but is still fairly impressive considering how compact this vehicle actually is. It may be less than ten inches longer than the five-seat Active Tourer, but it's still smaller than just about any seven-seater on the market, and to hear the Bavarians tell it, it's "the world's first premium compact model to offer up to seven seats." Those seats are optional and can fold under the floor, and the middle row splits 40:20:40 and folds flat at the push of a button to give the 2 Series Gran Tourer a flexible cargo capacity ranging from 22.7 cubic feet all the way up to 67 cu ft. All of that in a vehicle no longer than a Ford Focus, which even in European wagon form can only swallow 53 cu ft with the seats folded – and you can forget about the extra seats in the Focus. European buyers will be able to choose between five engine options with three or four cylinders and ranging from 116 horsepower to 192. Available all-wheel drive might make you forget it's riding on a front-drive platform altogether (but not likely). Either way, the five-seat Active Tourer hasn't found its way to US showrooms, so we won't expect to see this new seven-seat version here either. At least not for the time being. But we'll surely have the chance to check it out in person for you next month at the Geneva Motor Show. Alpina D3 Bi-Turbo torquing its way toward Frankfurt

Few tuners benefit from the kind of factory support that Alpina does, giving the pseudo-aftermarket firm nearly as much official status as BMW's own M division. And this is its latest product.
Set to debut, as expected, at the Frankfurt Motor Show this week is the new Alpina D3 Bi-Turbo, which you can consider, for all intents and purposes, the diesel M3 that BMW never built. While the outgoing D3 (which was Alpina's best-selling model) used a four-cylinder engine, Autocar reports that the new model packs a 3.0-liter, twin-turbo inline-six diesel to drive a respectable 345 horsepower but a mammoth 516 pound-feet of torque to either the rear wheels or all four through the optional availability of xDrive. (European buyers will also be able to choose between sedan and wagon bodystyles.)
The engine is the same as you'd find in the XD3 and D5 (Alpina's diesel performance versions of the X3 and 5 Series, respectively), but in the lighter 3 Series form can propel the D3 Bi-Turbo up to 62 miles per hour in 4.6 seconds and on to an Autobahn-crunching top speed of 173 mph. And as per Alpina tradition, visual cues are minimal, with a subtly optimized aero kit and 19- or available 20-inch alloy wheels. Unfortunately, the 7 Series-based B7 is the only Alpina we get on this side of the Atlantic, but an oil-drenched performance enthusiast can dream.
