Recharge Wrap-up: Hyundai/Kia fined $755M for exaggerated MPG ratings; BMW dealers want more i8s

The fine against Hyundai and Kia has grown to $755 million for overstating fuel economy ratings. $360 million of that fine comes from the EPA for violation of the Clean Air Act: $100 million is a civil penalty, $210 million is a forfeiture of greenhouse gas credits and another $50 million will pay for independent fuel economy audits on future models. The remaining $395 million is a settlement for customers who purchased the affected vehicles. A slew of 2011 to 2013 models were found to have fuel economy ratings overstated by one to six miles per gallon. Customers will be awarded funds to offset the unexpected fuel costs or to put toward a new Hyundai or Kia vehicle. Read more at Hybrid Cars. BMW dealers are awaiting details on new dealership standards - and BMW i8 models for their showroom floors. According to BMW National Dealer Forum Chairman Steve Late, BMW dealers are anxiously waiting to see what sort of updates they'll need to do to get in line with BMW's Future Retail 2016 program. As for the new EVs, Late says that the BMW i3 sales were slow to start, but that once people learned more about it, "wham, bam, it is taking off." The i8 shortage is a bigger problem: "I was allocated three for 2014, and I have a waiting list of 47 people. This year, maybe I will get eight or 10, and I still won't be able to fulfill them." Still, Late says he won't sell the cars at an upcharge. Read more at Automotive News. Opel is reportedly planning an electric version of its Karl hatchback. According to German automotive magazine Autobild, Opel will begin selling the diminutive Karl EV by the end of 2018. The electric car will offer a driving range of about 93 miles. PSA Peugeot Citroen says it will keep its Hybrid Air program alive as it looks for a cost-sharing partner. Hybrid Air technology uses a compressed air hybrid system to improve fuel economy as we saw in the Peugeot 208 Hybrid Air concept. A French newspaper reported that Hybrid Air won't make it to commercialization, and that the program's team of engineers has been reduced. Carmakers, NHTSA to unveil auto-emergency braking agreement tomorrow

Happy St. Patrick's Day Eve. Tomorrow, there will be green beer, corned beef and cabbage, and automatic emergency braking for all. Weird combo, we know. But on St. Patty's we can expect an official announcement from a pact of automakers making auto-braking systems standard equipment by 2022. That's per a report from Reuters, which cites three sources familiar with the plans. Originally announced in September 2015 by 10 automakers and the National Highway Traffic Safety Administration, the agreement is expected to be even larger when the details are unveiled tomorrow. According to Reuters, the manufacturers of 99 percent of the US domestic market's vehicles will be represented by the new agreement. It's believed that standard AEB systems could prevent thousands of accidents across the country. Expect more on the official announcement when it's made. Related Video:

Consumer Reports selling its road-tested roadsters [w/video]

Here's a chance to acquire a celebrity-owned vehicles, and this time at a discount instead of a premium. So the celebrity in this case is Consumer Reports, that magazine that could be equally adored and abhored by car enthusiasts. CR buys all of its test vehicles and usually finds willing second owners within its own ranks, but its opening its small used-car lot to the public. On the forecourt are four roadsters: an automatic 2012 Audi TT 2.0 TFSI Quattro S-Tronic with 6,600 miles for $36,500, a manual 2012 BMW Z4 sDrive28i with 8,400 miles for $45,000, a manual 2012 Mercedes-Benz SLK250 for $39,500 and a manual 2013 Porsche Boxster with 7,000 miles for $48,000.
Those numbers mean a savings of $9,000 to $10,000 before haggling - each car is listed with an "Asking price" so there could be some wiggle room if you show up with pockets full of dough and eyes full of serious intent. Since the money CR earns from the sales go back into the magazine's budget to buy more test cars, however, it probably won't take any oddball trades, so you can forget about getting any purchasing help from that track-day AMC Javelin project on blocks in the back yard.
The vehicles have been taken care of and spiffed up for sale; buyers will take delivery at the CR test track in East Haddam, Connecticut and get a tour of the facilities. While you're there they'll even take you on a lap around the track so you can feel how your car handles when driven by one of its testers. They will probably not help you with advice on which toaster and dehumidifier to buy - you'll still need to get a subscription for that.
