Why are all US-bound BMW i3 EVs with range extenders stuck at port?

The first BMW i3 EVs have been delivered in the US, but in a quirk of the rules, none of them have been the range-extended versions. Long-time BMW electric vehicle driver Tom Moloughney discovered this fact the hard way. His i3 REx has been sitting at a New Jersey port for over a week and he's getting impatient. The problem is something Moloughney calls a "Monroney Hold." So, instead of sitting there fuming, Moloughney did a bit of research and discovered that the problem is something he calls a "Monroney Hold." He says that "the EPA certification has not been completed so BMW doesn't have a Monroney label (window sticker) to post in the window before the car leaves the port, which is required by law. The range extender option changes (shortens) the car's electric range, and also requires an official MPG rating so BMW couldn't use the same Monroney label as they did for the all electric i3." You can read more on his website, but it turns out that the story isn't so simple. For one thing, the EPA testing has been finished. Washington State representative Chad Magendaz told Moloughney that he asked the EPA for an official statement and got the following from Linc Wehrly, Director of the Light-Duty Vehicle Center Compliance Division: "EPA tested the i3 REx and provided the results of that testing to BMW on May 13th. EPA is not aware of anything that would prevent BMW from importing the vehicles since May 13th." Then there's the official word from BMW. Spokesman Dave Buchko told AutoblogGreen that: We are moving as quickly as possible to release the first BMW i3 Range-Extender models to BMW i Centers. Receipt of test data from the EPA is one step, but not the final step, in the process of receiving certification from the EPA. Rules do not permit the release of vehicles for sale until EPA labels are finalized, produced and affixed to any vehicle. Barring any unforeseen delays, we expect that to happen by the end of this week. We have never certified a vehicle like this before. We are taking every precaution to make sure that everything is done in a timely, but more importantly correct manner. In that Monroney labels cannot be produced until the EPA certification process is complete, the characterization [of a "Monroney Hold"] is not technically incorrect, but there is more to it than that, as is often true in life. BMW working on 2 Series Active Hybrid Tourer

The cover may have officially been pulled off the BMW 2 Series Active Tourer at the Geneva Motor Show, but BMW has apparently continued working on other variants behind closed doors. While at first glance this prototype looks like any other Active Tourer, the "Hybrid Test Vehicle" stickers on the passenger door and rear bumper give it away as something a little different.
Details about the hybrid Active Tourer are somewhat sketchy at the moment, but BMW indicated its likely direction for the electrified hatchback in the earlier Concept Active Tourer. It used a hybridized 1.5-liter turbocharged three-cylinder engine coupled with an electric motor with a total system output of 190 horsepower and 147 pound-feet of torque. The company claimed that it had a roughly 19-mile electric range and could hit 62 miles per hour in under 8 seconds. However, the Bavarian automaker hasn't said yet whether this powertrain would be used in the production version.
The internal combustion 2 Series Active Tourer is rumored to come to the US in 2015. Given the nearly complete look of the test car, the hybrid might not be too far behind.

BMW bringing X3 diesel, X5 PHEV concept to New York

We've seen the i3 and i8 plug-in vehicles at plenty of BMW auto show stands these past few years. At the upcoming New York International Auto Show, the automaker will spread out a bit by showing off both new diesel and plug-in hybrid SUVs. Bimmer will showcase its diesel-powered X3 vehicle, which starts sales this spring as a 2015 model, and a concept plug-in hybrid X5 SUV. There are lots of figures to digest for what will be called the X3 xDrive28d. The vehicle will be powered by a 2.0-liter four-cylinder twin-turbodiesel engine that will deliver 180 horsepower and 280 pound-feet of torque. Propelled in part by an eight-speed automatic transmission, the SUV will be able to go from 0 to 60 miles per hour in about eight seconds. It will be priced with an MSRP of $42,825, which is represents a $3,500 premium over the base X3. BMW hasn't made fuel efficiency figures available, but they should be a nice improvement over the base X3's 24 mile per gallon fuel-efficiency rating in the US. Bimmer is also supposed to bring the X5 eDrive concept plug-in hybrid stateside. We saw it in Frankfurt last fall and then in some on-the-road spy shots more recently. The SUV pairs a 245-horsepower four-cylinder gasoline engine with a 95-horsepower electric motor, and will be able to go as fast as 75 mph and as far as 20 miles on electric power alone. BMW says fuel efficiency will be about 62 miles per gallon, per the more lenient European Union test cycle. That's more than double the current diesel powered X5's 26 combined mpg rating handed out by the EPA. And the model's 0-60 time is less than seven seconds.
