Did BMW drag its feet on Mini recall?

The National Highway Traffic Safety Administration is opening an investigation into BMW's reporting of a recall for 30,456 examples of the 2014-2015 Mini Cooper Hardtop, Cooper S, and the 2015 John Cooper Works. According to the government, "it appears from a review of NHTSA's databases that BMW may have failed to submit recall communications to NHTSA in a timely manner." The automaker issued the recall in July because crash tests showed the models didn't meet side impact requirements for passengers in the back seat. While there were no reported injuries at the time, the company decided to install energy-absorbing material in the space between the rear interior panels and the exterior. However, NHTSA has decided to investigate whether this campaign should have started much earlier, given the evidence the company had. According to the government's report, the Cooper Hardtop failed side-impact tests in 2014, although one of these tests was five-miles-per-hour faster than the Federal Motor Vehicle Safety Standard. The agency claims: "In January 2015 BMW verbally committed that it would conduct a service campaign to add padding to the rear side panels of MY 2015 Mini 2 Door Hardtop Cooper models. However, BMW did not initiate the service campaign and failed to inform NHTSA of its failure to do so." A subsequent crash test of an example with this fix showed it to make the vehicle compliant with the rules. Mini spokesperson Mariella Kapsaskis told Autoblog: "Regarding the NHTSA audit query, BMW Group is evaluating the request and will respond to NHTSA as appropriate." A few days before the Shanghai Motor Show kicked off, we were part of an international group of media that was invited to have a look at the BMW Designworks Shanghai Studio and ConnectedDrive Lab facility. The building that BMW found to house its Chinese think tank is in a lovely part of Shanghai known as the former French Concession. The late 1890s and early 1900s French architectural style, brick-paved streets and tree-lined spaces feel a world apart from the ultra-modern heart of Shanghai, and the BMW enclave is a suitable mix of high-tech and throwback cool.

BMW 4 Series Convertible basks in the sun

The BMW 4 Series Convertible will show its non-camouflaged face sometime later this year, but our spies recently caught this nearly naked prototype out getting some sun. As you'll recall, the droptop 4 Series replaces the 3 Series Convertible in the BMW range, and if our recent stint behind the wheel of the new 435i Coupe is anything to go on, this topless 4er should be quite a fun runabout for sun-drenched motoring.
To no one's surprise, the 4 Series Convertible shares all of its design with the 4 Series coupe, save, of course, the obvious roofectomy. Beyond that, the topless 2+2 will use the same engines and transmissions as the coupe, meaning it should arrive in the US in both 428i and 435i guises, powered by a 2.0-liter turbocharged inline-four and 3.0-liter turbocharged inline-six, respectively. Both six-speed manual and eight-speed automatic transmissions will be available.
The car spied this time around has the full M Sport visual treatment, with the revised (and better-looking) front fascia, larger 19-inch wheels, and attractive Melbourne Red paint. Interestingly, it appears this prototype has the standard xenon headlamp setup, rather than the full-LED option that's also available.
