Recharge Wrap-up: Hyundai/Kia fined $755M for exaggerated MPG ratings; BMW dealers want more i8s

The fine against Hyundai and Kia has grown to $755 million for overstating fuel economy ratings. $360 million of that fine comes from the EPA for violation of the Clean Air Act: $100 million is a civil penalty, $210 million is a forfeiture of greenhouse gas credits and another $50 million will pay for independent fuel economy audits on future models. The remaining $395 million is a settlement for customers who purchased the affected vehicles. A slew of 2011 to 2013 models were found to have fuel economy ratings overstated by one to six miles per gallon. Customers will be awarded funds to offset the unexpected fuel costs or to put toward a new Hyundai or Kia vehicle. Read more at Hybrid Cars. BMW dealers are awaiting details on new dealership standards - and BMW i8 models for their showroom floors. According to BMW National Dealer Forum Chairman Steve Late, BMW dealers are anxiously waiting to see what sort of updates they'll need to do to get in line with BMW's Future Retail 2016 program. As for the new EVs, Late says that the BMW i3 sales were slow to start, but that once people learned more about it, "wham, bam, it is taking off." The i8 shortage is a bigger problem: "I was allocated three for 2014, and I have a waiting list of 47 people. This year, maybe I will get eight or 10, and I still won't be able to fulfill them." Still, Late says he won't sell the cars at an upcharge. Read more at Automotive News. Opel is reportedly planning an electric version of its Karl hatchback. According to German automotive magazine Autobild, Opel will begin selling the diminutive Karl EV by the end of 2018. The electric car will offer a driving range of about 93 miles. PSA Peugeot Citroen says it will keep its Hybrid Air program alive as it looks for a cost-sharing partner. Hybrid Air technology uses a compressed air hybrid system to improve fuel economy as we saw in the Peugeot 208 Hybrid Air concept. A French newspaper reported that Hybrid Air won't make it to commercialization, and that the program's team of engineers has been reduced. Refreshed 2016 BMW 3 Series adds two new models to the range

The BMW 3 Series had years standing at the forefront of the luxury sedan segment, but competitors have continued to get better at challenging its long reign. To make sure the stalwart model can keep up, BMW is bringing some new powertrains and other upgrades to the range with a refresh for the 2016 model year. Plus, the exterior sees a very slight styling update. There are two big additions in the 3 Series range for 2016. First, there's the new 340i with the B58 turbocharged, inline-six engine to replace the 335i. Displacement is still 3.0-liters, but the latest mill makes 320 horsepower and 330 pound-feet of torque – gains of 20 hp and 30 lb-ft over the outgoing model. BMW estimates the 340i can reach 60 in 4.8 seconds with the standard eight-speed automatic or in 4.6 seconds with xDrive. A six-speed manual is also available as a no-cost option. The other new member of the family is the 330e plug-in hybrid, and it joins the lineup later in the year. BMW isn't specifically talking about the PHEV's powertrain, but the company estimates total output of 250 hp and 310 lb-ft. The sprint to 60 is forecasted at 6.1 seconds, and the range on electric power is predicted at 22 miles. Fuel economy isn't disclosed yet. Beyond these two models, there are a host of other upgrades under the skin for the 3 Series. The eight-speed automatic should be slightly more efficient thanks to wider gear ratio, and the handling is reworked with new front struts, rear dampers, and retuned electric power steering. There's also a Track Handling Package for gas-fueled models that combines Variable Sport Steering, Adaptive M Suspension and M Sport Brakes with high-temperature pads. The nav system accepts over-the-air map updates now, as well. You certainly can't see all of the changes on the outside, though. For the 2016 3 Series, BMW's designers tweak the front fascia slightly and update the headlights. LED units are optional on the 320i, 328i, and 328d, and they're standard on the 340i. The rear features reshaped LED taillights, and inside there's additional ambient lighting and chrome trim. In one other small adjustment, the look of the Sport Line package with black trim on the grille, B-pillars and rear bumper is now included on the 328i, 328d and 340i. Thanks to smaller engines, vehicle dependability falls for first time in 16 years

As automakers have made engines smaller and smaller to improve fuel economy, problems in those vehicles have gotten bigger and bigger. That's the synopsis of a J.D. Power vehicle-dependability study, which found that dependability dropped for the first time in 16 years, largely because the proliferation of four-cylinder engines is causing the vehicles to be less reliable. Specifically, the number of problems per 100 vehicles (or what J.D. Power calls PP100) during the past 12 months for 2011 model-year vehicles rose six percent from the year-earlier figures for 2010 model-year cars. Singling out four-cylinder vehicles revealed about a 10-percent increase in problems during the past year. This issues largely related to engine hesitation, rough transmission shifting and lack of power, signaling the inability of vehicle makers to iron out some of the problems in their smaller engines as they strove for better fuel economy. Six- and five-cylinder engines proved far more reliable. Among car brands, BMW's Mini sub-brand came out as least reliable, with 185 problems per 100 vehicles during the past year. Toyota's Lexus badge was easily the most reliable, with just 68 problems per 100 vehicles. Coming in second place was Mercedes-Benz. The overall average was 133. Check out J.D. Overall dependability is determined by the number of problems experienced per 100 vehicles (PP100), with a lower score reflecting higher quality. The study finds that overall vehicle dependability averages 133 PP100, a 6 percent increase in problems from 126 PP100 in 2013. This marks the first time since the 1998 study that the average number of problems has increased.
