Recharge Wrap-up: Nissan Leaf in Puerto Rico, BMW i3 REx tax-free in NJ, BC2BC cancelled [UPDATE]

Envia Systems will develop battery technology for United States Advanced Battery Consortium (USABC), a subsidiary of the United States Council for Automotive Research (USCAR). The $7.7 million contract, co-funded by the US Department of Energy (DOE), involves a 36-month development program focusing on high-energy cathode and anode material for lithium-ion batteries and pouch cells for electric vehicles. The goal, of course, is to create better energy storage for less money in an effort to make commercial EVs more efficient and affordable. For the DOE, this also equates to energy security, energy independence and national security. Read more in the press release at the bottom of the page. The US and China have agreed to work together more closely on EVs, energy and climate issues. US Secretary of Energy Ernest Moniz went to Beijing for the sixth US-China Strategic and Economic Dialogue to meet with leaders. While there, Moniz and Wu Xinxiong of China's National Energy Administration (NEA) signed a memorandum of understanding allowing the DOE and NEA to share information regarding oil reserves. The groups will meet yearly to learn more about how each other manages petroleum stockpiles and policy. Moniz also met with Minister Miao Wei of the Chinese Ministry of Industry and Information Technology and signed an MOU to cooperate on electric vehicles and "related technologies," including the "inter-operability of electric vehicles." Read more at the Energy Department website. August's BC2BC all-electric vehicle rally, billed as the largest gathering of electric vehicles, has been cancelled. The event, which was to include a drive up the entire coast from Mexico to British Columbia with smaller events along the route, failed to bring in the needed sponsorship to hold the rally for its third year. A Facebook post from organizer Tony Williams also cited loss of venue and lack of support from automakers - "particularly Nissan and Tesla" - as hardships. The event was scheduled to take place August 9 through 17, with only battery electric vehicles invited to take part - no plug-in hybrids or range-extended vehicles. Recharge Wrap-up: BMW X5 PHEV debuting in Shanghai, Proterra sets up shop in CA

South Carolina-based Proterra has received funding to build electric buses in California. The California Energy Commission has awarded the company, which is headed by former Tesla executive Ryan Popple, a $3-million grant. Proterra will use the funds for a facility in the LA suburb the City of Industry, where its largest customer, Foothill Transit, also operates. Proterra has also opened an office in San Bruno, just south of San Francisco. Read more at SFGate or at ValueWalk. Despite its "urban mobility" design, the BMW i3 has become popular outside of large cities. Rather than singular urban centers, "The strongholds in this country are parts of California, Texas and southern Florida," said BMW North America CEO Ludwig Willisch. He also says the electric car hasn't been particularly successful in the Northeast, with cities like New York perhaps not being as mindful of sustainability as California. BMW is also nearing i3 sales of 12,000 a year, which Willisch calls "a sustainable rate." Read more at Automotive News. BMW will debut its X5 xDrive40e plug-in hybrid at the Shanghai Motor Show this month. It is the first PHEV from BMW's core brand (not from its i sub-brand). It uses a turbocharged four-cylinder engine and electric motor for a total of 313 horsepower, and a combined fuel economy of about 70 miles per gallon (according to the ECE test cycle). BMW X6 M said to lap the 'Ring in 8:20

Bimmer Today reports that the German rag Auto Zeitung ran an Audi RS3 and a BMW X6 M around the Nurburgring together, and the hotted-up sports activity vehicle came in just five seconds behind the white-hot hatch. Driven by 'Ring regular Horst von Saurma, the RS3 ran its lap in 8 minutes, 15 seconds, and the X6 M ran an 8:20. If those times are accurate, that makes the X6 M the second fastest production SUV on the lap-time list according to Wikipedia: ahead of it is the 550-hp Range Rover Sport SVR, which ran a time of 8:14. That time puts BMW's 575-horsepower, 5,200-pound SUV four seconds ahead of the time registered by the last-gen, 555-hp X6 M, and well ahead of the Porsche Cayenne Turbo S that Sport Auto clocked an 8:34 with. It would not, however, match the predictions that X6 M project manager Herbert Bayerl made for it in an interview with Sport Auto earlier this year. Bayerl said "The new BMW X6 M moves at the level of M3," speaking of the E92 BMW M3 that Sport Auto ran around the 'Ring in 8:05. It is, though, two seconds faster than the E46 M3, which lapped in 8:22. Bayerl called out the Range Rover Sport SVR directly, saying, "We have been traveling much faster in testing and have undercut the time of Range Rover several times," and "We don't need any special attachments to go faster." Auto Zeitung's report on the lap is only for subscribers so we'll have to wait for more official news. For the apples-to-apples comparison we'll be looking forward to Sport Auto's hot lap, then we'll know if the Range Rover has anything to fear. Related Video:
