Did BMW drag its feet on Mini recall?

The National Highway Traffic Safety Administration is opening an investigation into BMW's reporting of a recall for 30,456 examples of the 2014-2015 Mini Cooper Hardtop, Cooper S, and the 2015 John Cooper Works. According to the government, "it appears from a review of NHTSA's databases that BMW may have failed to submit recall communications to NHTSA in a timely manner." The automaker issued the recall in July because crash tests showed the models didn't meet side impact requirements for passengers in the back seat. While there were no reported injuries at the time, the company decided to install energy-absorbing material in the space between the rear interior panels and the exterior. However, NHTSA has decided to investigate whether this campaign should have started much earlier, given the evidence the company had. According to the government's report, the Cooper Hardtop failed side-impact tests in 2014, although one of these tests was five-miles-per-hour faster than the Federal Motor Vehicle Safety Standard. The agency claims: "In January 2015 BMW verbally committed that it would conduct a service campaign to add padding to the rear side panels of MY 2015 Mini 2 Door Hardtop Cooper models. However, BMW did not initiate the service campaign and failed to inform NHTSA of its failure to do so." A subsequent crash test of an example with this fix showed it to make the vehicle compliant with the rules. Mini spokesperson Mariella Kapsaskis told Autoblog: "Regarding the NHTSA audit query, BMW Group is evaluating the request and will respond to NHTSA as appropriate." All 25 James Bond movies ranked only by their cars

There is no shortage of lists ranking the best James Bond movies. Ditto lists about the best or worst James Bond cars. I know, I've written some of them. As such, why not combine the two ideas into one new list that ranks all 25 official James Bond movies based exclusively on their cars, or more accurately their car content. I would then pull from my 25 years of James Bond nerddom plus the excellent "Bond Cars: The Definitive History" and our interview with long-time Bond special effects supervisor Chris Corbould to provide tidbits and factoids about the cars and their roles in the movies. And yes(!), this list now includes "No Time to Die," which impresses by adding plenty of car content to the series. It's now available on Blu-ray and download. To determine the list, I considered the inherent coolness of the cars as well as their importance to Bond, film and car history. I considered their importance to the story as well as the quality/excitement of the chases and scenes they participated in. Finally, I tried my best to divorce the car content from my opinions about the movies in general. That my personal list of best James movies looks nothing like this shows I was at least partially successful.     25. 'Moonraker' There are virtually no cars in "Moonraker." None. Oh, there's a gondola on wheels that makes a pigeon do a double-take, but that's not the same thing as a car. Neither is a golf cart. Or an ambulance. Or a space shuttle.   24. 'From Russia With Love' The literary James Bond mostly drove an ancient Bentley, and "From Russia with Love" is the only film in which it appears. It stays parked and the coolest thing that happens (by 1962 standards) is 007 answers its car phone. Thereafter, we get some old cars (even by 1962 standards) driving around Istanbul and a yellow truck. So yeah. Classic Bond film, a must-watch, just not for its car content.   23. 'Dr. No' History records that the first "Bond car" is the Sunbeam Alpine in "Dr. No." The car itself was literally borrowed from a Miss Jennifer Jackson of 53 Lady Musgrave Road in Jamaica for 10 pounds per day for two days during filming. Also, the stunt where it drove under an excavator blocking the road was entirely conceived because the filmmakers showed up to the road they intended to film on and discovered an excavator blocking the thing. Sadly, those are really the only two things interesting about the Alpine, which is a pretty small and dainty thing by Bond car standards.

The BMW Z3/Z4 roadster has never really had a widespread following because it has either been too humble and small a roadster (albeit with some fun and very low-volume M editions) or it has been - in this E89 generation - too casual an image leader with no racier aspirations. The current 480-hp Z4 GTEs don't count, since they are as stock a Z4 as today's Pamela Anderson is the same blonde actress we knew as Heidi on Home Improvement. You know, sort of like those ever-so-slightly modified Toyota Camry coupes competing in NASCAR.
The ultimate highpoint for the BMW Z roadster franchise was at the very start of its life in the mid-90s, in the James Bond film GoldenEye with Pierce Brosnan. The Stinger missiles that Q's team installed behind the Z3's headlights were never fired, and BMW never even offered this self-defense package as an option. Yet another case of the ol' bait and switch.
And in all these subsequent years of Z3s and Z4s strutting their long-hooded stuff, the little sporting Bimmer could really have used a live Stinger missile or two to spice things up. The current Z4 exists, it is pretty dang sexy, and BMW seems content to let it linger there. We just drove the new midlife version of the roadster near BMW headquarters in Munich, and it served to reinforce our feelings.
