Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. BMW maintenance plan no longer transferrable to 2nd owner

One of the best innovations in car buying in recent years is the rise of no-cost scheduled maintenance programs. Many people feel really anxious about taking their car in for service, and these deals help mitigate that somewhat. Obviously, it's not free for automakers to implement the offers, and now BMW is altering the way its four-year, 50,000-mile Maintenance Program works for some owners. "To keep such an offer sustainable we had to make a change," said Kenn Sparks, Manager of Business Communications at BMW North America, to Autoblog via email.
The original person to buy or lease the model isn't going to see any difference, but the program is no longer transferable to a second owner, unless that person is in the owners household. Those people include includes parents, siblings, grandparents and grandchildren, in addition to someone like a spouse or children. The original owner just has to advise BMW of new user. "The program change will affect 2nd owners and for them BMW is introducing an optional full-maintenance product that covers the vehicle up to 100,000 miles," said Sparks. 2014 BMW M5 facelift shows up online

Is it that time already? Like its predecessors, the current BMW M5 has been endangering US licenses since it first went on sale here in 2012, but its design became a known quantity back at the 2011 Frankfurt Motor Show. Apparently that also means that the F10 generation has already grown tired enough to the "Must Have Latest Set" who can afford these sorts of super saloons that a facelift is in order.
If these leaked images sourced from Autocar are anything to go by, BMW stylists have used a predictably light hand to rework their hottest 5 Series, with a revised grille that echoes the M6 along with modestly resculpted headlamps. The rear end appears wholly unaltered. Interior changes gleaned from a look at the cabin photos include an updated touchpad-equipped iDrive controller and a new steering wheel cribbed from the M6.
No new word on changes to the 4.4-liter, twin-turbo V8 powertrain, but in late April, we heard that BMW was readying new competition packages for the M5 and M6. The packages are said to include 15 more horsepower, revised suspension and steering, along with new wheels and blackened exhaust tips. Given that BMW is known for habitually underrating its cars' horsepower outputs (particularly its M models) we can't help but wonder if its engineers will need to do anything other than wave a magic wand to corral those extra ponies underhood...
