Did BMW drag its feet on Mini recall?

The National Highway Traffic Safety Administration is opening an investigation into BMW's reporting of a recall for 30,456 examples of the 2014-2015 Mini Cooper Hardtop, Cooper S, and the 2015 John Cooper Works. According to the government, "it appears from a review of NHTSA's databases that BMW may have failed to submit recall communications to NHTSA in a timely manner." The automaker issued the recall in July because crash tests showed the models didn't meet side impact requirements for passengers in the back seat. While there were no reported injuries at the time, the company decided to install energy-absorbing material in the space between the rear interior panels and the exterior. The agency claims: "In January 2015 BMW verbally committed that it would conduct a service campaign to add padding to the rear side panels of MY 2015 Mini 2 Door Hardtop Cooper models. However, BMW did not initiate the service campaign and failed to inform NHTSA of its failure to do so." A subsequent crash test of an example with this fix showed it to make the vehicle compliant with the rules. BMW offering glitch fix for i3 with range extender

The BMW i3 has received quite a bit of acclaim since its release, with the electric powertrain grabbing a spot on Ward's 10 Best Engines list and the high-tech machine earning the nod as 2015 Green Car of the Year. However, Consumer Reports uncovered a vexing problem with the range-extended version of the hatchback that has plagued it until a recent software update. While CR was driving the range-extended i3 last year, it discovered that when the internal combustion engine was running during low states of charge, hard acceleration could suddenly cut back with no warning to the driver. This was especially problematic when passing. BMW knew about the issue and promised a software update in the spring. That improvement is now available. BMW spokesperson David Buchko tells Autoblog that the software update adds a percent-of-charge indicator to all models of the i3 to let drivers know just how much juice is left. For the range-extended model, it also provides a warning of possible power reduction when the charge reaches two percent. According to Consumer Reports, the revision lets the car anticipate needing more reserve power based on the topography from the navigation system, as well. Each BMW brand will show its own concept this year; BMW's Vision Next 100 concept was an interesting mix of textile-like patterns with stretchy fenders and a very 2010s four-door coupe shape, but this Rolls-Royce concept looks more like a luxury version of a World Solar Challenge racer. The car's official title is 103EX, following the convention of recent Roller concepts. Whereas its BMW counterpart was perhaps a safe, predictable vision of the future, the Rolls is a striking vehicle and a big departure for the brand. Whether it works as a whole for you or not, it represents the kind of stylistic provocation that made ex-BMW stylist Chris Bangle a household name. While the early Bangle cars were extremely controversial, this Rolls concept is clearly the heir of his penchant for sharply creased character lines. Call the rocker panel crease flame surfacing if you want. The floating headlamps and blade-edged verticality of the fenders are classic Rolls: imposing and visually heavy, without necessarily being classically beautiful. The square, flat grille is, to my eyes, much less successfully integrated. It seems like Rolls had the perfect opportunity to evolve the trademark grille into something more contemporary.
