Feds allege widespread Volkswagen cheating on clean-air rules

Volkswagen intentionally installed software in nearly a half-million diesel vehicles that helped the cars evade substandard results on emissions tests, the federal government charged Friday. The Environmental Protection Agency issued a notice of violation to the German automaker, saying the company's software broke the law by violating two provisions in the Clean Air Act. Circumventing the standards meant affected cars emitted as much as 40 times the allowable level of certain pollutants. Both the EPA and California Air Resources Board have launched investigations. In its notice of violations, the EPA said Volkswagen officials admitted to installing and concealing what they call a "defeat device," which was designed to detect when the cars were undergoing official emissions tests – and only turn on emissions controls during that time. "Our goal now is to ensure that the affected cars are brought into compliance, to dig more deeply into the extent and implications of Volkswagen's efforts to cheat on clean air rules, and to take appropriate further action," said Richard Corey, executive officer of CARB. The allegations cover approximately 482,000 vehicles sold in the United States over the past seven years. Cars involved include diesel versions of the Jetta, Beetle, Audi A3 and Golf manufactured between the 2009 and 2015 model years. Passats manufactured for the 2014 and 2015 model years are also included. Federal officials note there is no safety danger to motorists, but the cars will be recalled for repairs. If true, Volkswagen faces a fine that could run in the hundreds of millions of dollars -- likely higher than the $300 million charge the EPA levied last November at Hyundai and Kia for exaggerating the fuel-economy in several models. The charges also put a tremendous dent into the company's plans to increase sales of its "Clean Diesel" vehicles in North America. In a written statement, Volkswagen Group of America acknowledged it had received the notices from the EPA and CARB. "VW is cooperating with the investigation; we are unable to comment further at this time," it said. Federal officials said the defeat-device software was uncovered during an independent analysis by researchers at West Virginia University, who in working with the International Council on Clean Transportation, a non-governmental organization, raised questions about emissions levels.

Bathurst 12-hour gallery is GT3 heaven [w/video]

The 2015 Liqui-Moly Bathurst 12-Hour race was run this weekend at the Mt. Panorama Circuit in Bathurst, Australia. Race photographer Joel Strickland sent us a huge batch of photos, all of which make us salivate for the switch to GT3 rules in the United SportsCar Championship; the top seven finishers at Bathurst were of seven different makes: Nissan GT-R NISMO GT3, Audi R8-LMS Ultra, Aston Martin Vantage GT3, Bentley Continental GT3, Mercedes SLS AMG GT3, Ferrari F458 Italia and Lamborghini Gallardo. It was a sweet victory for the No. 35 car driven by the NISMO Athlete Global Team after it crashed in Saturday qualifying, and then was only in third place on the penultimate lap. The three-man driving team included two GT Academy winners, one of whom, Florian Strauss, has only been a professional race car driver for 18 months. It's the first time the GT-R has won at Panorama since the original R32 "Godzilla" took back-to-back wins in 1991 and 1992. Second place went to the No. 15 Phoenix Racing Audi R8-LMS Ultra, 2.4 seconds behind the winners, third to the Craft Bamboo Racing Aston Martin Vantage not even half a second behind the Audi. The Bentley Motorsport team, in its first Bathurst 12-Hour with two cars, had its No. 10 Continental GT3 in the lead until the penultimate lap and in second place until the final corner, but crossed the line in fourth after some rubbin'-is-racin' action from chasers. Audi introduces frugal, 43-mpg Q7 Ultra in Europe

As Audi's largest model, you wouldn't expect the Q7 (standard 2017 model pictured above) to get very good fuel economy. But the new flagship crossover is a lot lighter than its predecessor. And now the German automaker is rolling out an even more efficient version. In Europe, at any rate. Bearing the designation that distinguishes the most fuel-efficient models that Audi offers, the new Audi Q7 Ultra 3.0 TDI Quattro packs a more frugal version of the 3.0-liter V6 turbo diesel. In Ultra spec, it produces 218 horsepower instead of 272, and 369 pound-feet of torque instead of 443. In exchange, it returns better fuel economy – now quoted at the equivalent of 42.8 miles per gallon (compared to 41.3 for the more potent version). That's not half bad for a crossover this large, even if it is on the European efficiency test, which returns higher numbers than what we're used to in the US. Of course, burning less fuel comes at a bit of a performance penalty: instead of 6.3 seconds, it now takes 7.1 seconds to reach 62 miles per hour from a standstill. Top speed is quoted at just over 134 miles per hour, down from 145. Of course, the E-Tron hybrid will be the most efficient model in the Q7 range, returning the equivalent of over 117 miles per gallon while reaching 62 in six seconds flat. That is, when it starts reaching dealers next spring. The kicker here is that while the hybrid is likely to emerge as the most expensive model in the range, the Ultra is the least. Its base price in Germany comes in at 58,000 euros, compared to 61,890 for the more potent TDI. Combine that with the fuel savings, and the Q7 Ultra is looking like the frugal choice indeed. The efficiency is ground-breaking: The combined fuel consumption of the 3.0 TDI with 160 kW (218 hp) is just 5.5 liters of fuel per 100 km (42.8 US mpg).
