VW orders external probe into diesel emission scandal

There are well over 480,000 Volkswagen-made, diesel-powered vehicles currently traveling roads in the United States that do not meet the Environmental Protection Agency's emissions requirements. This, as you can probably imagine, is a very big deal, and has led VW CEO Professor Doctor Martin Winterkorn to release an official statement on the matter. "I personally am deeply sorry that we have broken the trust of our customers and the public," he said. It's important to note that these vehicles run software with a so-called "defeat device" that kicks in when the on-board computer senses that it is being tested for emissions. When the car is operating normally – in other words, when its exhaust isn't being sniffed – the cars do not meet US emissions standards. According to the EPA and the California Air Resources Board, affected cars emit as much as 40 times the allowable level of certain pollutants. "We will cooperate fully with the responsible agencies, with transparency and urgency, to clearly, openly, and completely establish all of the facts of this case," according to Winterkorn, who added, "Volkswagen has ordered an external investigation of this matter." It's not yet known who will carry out this investigation. At present, there are still a number of 2015 Volkswagen models on dealer lots that do not meet emissions requirements. VW has issued a stop sale on vehicles equipped with the 2.0-liter TDI diesel engine. What's more, the German automaker has been barred from selling 2016 model-year vehicles that use this engine, according to The Detroit News. Last year, diesel vehicles made up about 22 percent of all VW sales, which means these restrictions will have a big impact on the brand's sales performance until a remedy is found and the vehicles are approved for sale. Interestingly, the EPA has started a campaign of sorts to test vehicles from other automakers that sell diesel-powered vehicles in the United States to make sure they comply with emissions requirements under all operating circumstances. The EPA says it "will be reviewing [its] compliance protocols and introducing ways in which [it] can effectively test not only for emissions performance but also for the potential presence of defeat devices," according to a statement provided to The Detroit News. Audi A3 E-Tron launching at $51,500 in Germany

Audi has put a price tag on the A3 Sportback E-Tron plug-in hybrid, for which presales begin this month in Germany. To get your hands on one of these little guys, Audi is asking for ˆ37,900, or about $51,537 according to current exchange rates. Of course, the base MSRP doesn't include any incentives, but in Germany, those savings would come from certain annual tax exemptions that apply to PHEVs. Buyers in other countries might have more luck in getting into an A3 E-Tron for less. Audi lists its most important markets for the A3 E-Tron as Germany, Sweden, Norway, Holland, the UK and, despite no firm date for the car's arrival here, the United States. These countries, according to Audi, are where buyers are willing to spend their green (or the more colorful banknotes of Europe) on green cars. These places also enjoy nice things, or in Audi's words, "They appreciate the classic strengths of the Audi brand: high-end technology, uncompromising workmanship, sportiness and elegant design." In Germany, Audi will sell the A3 Sportback E-Tron at select dealerships. The service departments of those 100 or so dealers will get special training to work with the high-voltage technology used by the plug-in hybrid. These locations will also feature free-to-use charging stations for customers. The Audi A3 Sportback E-Tron's lithium-ion battery stores 8.8 kWh of juice, and is supplemented by a four-cylinder, 1.4-liter TFSI engine which works parallel to the electric motor. Total output is 204 horsepower and 258 pound-feet of torque, directed to the front wheels via a six-speed S Tronic transmission. The car can reach 60 miles per hour in 7.6 seconds and has a top speed of 138 mph. It can travel of to 31 miles on battery power alone. Deliveries for the 2015 Audi A3 Sportback E-Tron will begin in Germany and Central Europe this winter.

Feds allege widespread Volkswagen cheating on clean-air rules

Volkswagen intentionally installed software in nearly a half-million diesel vehicles that helped the cars evade substandard results on emissions tests, the federal government charged Friday. The Environmental Protection Agency issued a notice of violation to the German automaker, saying the company's software broke the law by violating two provisions in the Clean Air Act. Circumventing the standards meant affected cars emitted as much as 40 times the allowable level of certain pollutants. Both the EPA and California Air Resources Board have launched investigations. In its notice of violations, the EPA said Volkswagen officials admitted to installing and concealing what they call a "defeat device," which was designed to detect when the cars were undergoing official emissions tests – and only turn on emissions controls during that time. "Our goal now is to ensure that the affected cars are brought into compliance, to dig more deeply into the extent and implications of Volkswagen's efforts to cheat on clean air rules, and to take appropriate further action," said Richard Corey, executive officer of CARB. The allegations cover approximately 482,000 vehicles sold in the United States over the past seven years. Cars involved include diesel versions of the Jetta, Beetle, Audi A3 and Golf manufactured between the 2009 and 2015 model years. Passats manufactured for the 2014 and 2015 model years are also included. Federal officials note there is no safety danger to motorists, but the cars will be recalled for repairs. If true, Volkswagen faces a fine that could run in the hundreds of millions of dollars -- likely higher than the $300 million charge the EPA levied last November at Hyundai and Kia for exaggerating the fuel-economy in several models. The charges also put a tremendous dent into the company's plans to increase sales of its "Clean Diesel" vehicles in North America. In a written statement, Volkswagen Group of America acknowledged it had received the notices from the EPA and CARB. "VW is cooperating with the investigation; we are unable to comment further at this time," it said. Federal officials said the defeat-device software was uncovered during an independent analysis by researchers at West Virginia University, who in working with the International Council on Clean Transportation, a non-governmental organization, raised questions about emissions levels.
