VW admits 430,000 2016 models have implausible CO2 ratings

Volkswagen finally explained more details about its CO2 rating scandal in Europe and admitted that 430,046 of the estimated 800,000 affected vehicles with "implausible" figures came from the 2016 model year. They included some from Audi, Seat, Skoda, VW, and VW Commercial Vehicles, according to the automaker's list (as a PDF). The problem mostly impacts diesel engines, but the inventory also shows some gasoline mills. VW will next determine the accurate CO2 emissions for these vehicles, and the German Federal Vehicle and Transport Authority will supervise that process to ensure the data's veracity. The automaker will also launch websites in Europe to let owners enter their model's VIN to check whether it's affected. Because governments there often link vehicle taxes and CO2 production, the company promises to work with regulators in each country to cover any fees that result from the inaccurate figures. VW announced the CO2 scandal earlier in November and estimated the equivalent of $2.2 billion to fix it at the time. A later report claimed that a group of engineers were responsible for fabricating the emissions data. They allegedly couldn't meet reduction goals from Martin Winterkorn, and between 2013 and this spring the workers did things like overinflate the tires during testing to achieve the desired results. VW is also closer to a fix in the diesel emissions scandal. According to an anonymous insider to Bloomberg, the company has a repair for the 1.6-liter engine that's reportedly neither very complex nor expensive. German regulators would still need to approve the solution before it could roll out to owners. Audi buys Ballard fuel cell patents for $80 million

While some auto companies (e.g., Toyota and Hyundai) are giving away some hydrogen fuel cell patents, others are paying a pretty penny to gain access to the H2 tech. Audi announced today that it has purchased a suite of fuel-cell patent from Ballard Power Systems. The deal between Volkswagen Group and the Canadian fuel cell pioneer is worth over $80 million US. Unsurprisingly, the value of Ballard's stock shot up about a dollar (to $2.61 as of this writing) on the announcement. VW and Ballard will also extend their development agreement, originally scheduled to end in 2017, to March 2019, and possibly another two years after that. Thus far, the deal – which revolves around the "design and manufacture of next-generation fuel cell stacks" for VW's H2 demonstration program – and Ballard says it is a leader in "critical areas of fuel cell product design – including the membrane electrode assembly (MEA), plate and stack components – along with certain testing and integration work." At the LA Auto Show last fall, VW showed off a Golf SportWagen and a Passat with a hydrogen hybrid HyMotion powertrain as well as a Audi A7 Sportback H-Tron Quattro. Interruptions like the Canadian Grand Prix, Le Mans, Pikes Peak, that ridiculous Porsche 911 GT3 and the really good, really outrageous Jeep Cherokee, are among the distractions that delayed the conclusion of this tale. If you'll remember, in Part 1 we started off in a parking lot in Sebring with an Audi A8, headed anywhere that would empty our tank, and after five days in Miami and Ft. Lauderdale and Pompano Beach we bolted in the middle of the night for a breakfast date at an IHOP a couple hundred miles away.
We last left proceedings at a Chevron pump beside the West Florida Turnpike, somewhere around midnight in the humid wilds, having done 660 miles and spent $89.40 to put 20.992 gallons in the great white whale. We had done average speed of 31 miles per hour at an average rate of 27.5 miles per gallon. Those kinds of numbers, as we demonstrated, are good enough to put you in the fuel economy orbit of the Toyota Corolla - to be precise, it only cost $6.40 more to cover that 660 miles in the A8 TDI than it would in the Japanese compact. That led us to conclude that there were just a couple of Starbucks Venti lattes between the A8 and the Corolla, assuming we conveniently ignore the two cars' purchase prices. Turns out we were wrong: it didn't take long for a commenter named "mike" to set us straight when he wrote, "It's clear you weren't lying about not frequenting Starbucks...no way could you get two venti lattes for $6.40." Mike, we salute you - our ignorance of terrible coffee has served the higher purpose of emphasizing the strong case made by the diesel Audi.
But that A8... well, the wheels were still on the damn thing and we had to drive them off. That meant five more days of pilot duty to get us from wherever the hell we were to Wildwood and Daytona Beach, FL, then Brunswick, Macon and Atlanta, GA, then Birmingham, AL, and back to Atlanta.
