Recharge Wrap-up: Electric Bayliner conversion, China considers EV mandates

An electric mobility enthusiast converted a Bayliner boat to electric power. Using 10 Tesla modules to build a 32-kWh battery pack, Scott Masterson's 2016 Bayliner 175 now uses an electric motor in place of the original 3.0-liter Mercruiser engine. With a top speed of about 53 mph and a range of about 25 miles, Masterson can enjoy a nice cruise on the water without the accompanying gas fumes. Audi's updates to the 2017 A3 include the E-Tron plug-in hybrid. Inside the car, it will likely get Audi's "Virtual Cockpit" instrument display. The MMI infotainment system will be updated, with available Apple Carplay and Android Auto functionality. Slight changes to the headlights, taillights, and grille will make up the bulk of the exterior visual changes. Its powertrain will remain unaltered from the 2016 model, including its 83 MPGe combined rating and 16 miles of all-electric driving range. Read more at Green Car Reports. Hyundai has delivered its first hydrogen-powered car to Quebec. The Centre de Gestion de l'Equipment Roulant (Rolling Stock Management Center), which manages the province's government fleets, took delivery of a 2016 Hyundai Tucson Fuel Cell. It is leased in partnership with the University of Quebec's Hydrogen Research Institute of Trois-Rivieres, where the vehicle will be refueled. Read more from Green Car Congress. China is considering mandates for cleaner cars similar to those imposed by California. Unlike its current subsidy-based incentives, China could potentially require automakers to either produce or import more electric vehicles or purchase carbon credits from automakers that do. A draft of the legislation from the National Development and Reform Commission would fine non-compliant automakers at five times the price of the credits. "Without question, this will be good for the industry and will promote the development of all types of clean-energy vehicles," says China Association of Automobile Manufacturers Deputy Secretary General Ye Shengji. Audi A3 E-Tron goes carbon neutral with German green electricity deal

Audi is proving that the fresh water flowing through the European Alps isn't just for bottling and drinking anymore. The German automaker struck a deal with Hamburg-based LichtBlick to offer buyers of the Audi A3 Sportback E-Tron a chance to get their electrical juice from all renewable-energy sources. That means all the power going into charging stations can come from hydroelectric power from Germany, Austria and Switzerland. The nuts and bolts part of it is that users pay the equivalent of about $12.30 a month plus 37 cents per kilowatt hour for the service. And LichtBlick is indeed legit, as it has been certified by TUV Nord for having at least one third of its power come from hydroelectric plants that are were built less than six years ago. Audi is looking to boost sales from a model it unveiled at last year's Geneva Motor Show. The car pairs a turbocharged 1.4-liter four-cylinder engine with an electric motor that combines for 250 horsepower. Most importantly, the A3 E-Tron gets a combined fuel economy rating of 157 miles per gallon. And while that figure comes from the more generous European driving cycle, it's impressive nevertheless. Audi and LichtBlick offer green electricity CO2-neutral mobility with Audi energy TUV-certified green electricity from the energy provider LichtBlick As an accompaniment to the market launch of the A3 e tron*, Audi is offering customers in Germany green electricity – Audi energy. The cooperating partner is the Hamburg energy provider LichtBlick SE. With Audi energy, the A3 e tron is totally emission-free when operated electrically. The power all comes from renewable energy sources and is generated exclusively at hydro-electric power stations in Germany, Austria and Switzerland. The Audi A3 e-tron can be recharged when parked at your home with Audi energy. At the same time, the entire household is supplied with eco-friendly electric power. Audi energy is currently available for a basic monthly fee of EUR 8.95 and 26.76 cents per kilowatt-hour. The origin and quality of the green electricity are certified by TUV Nord. The "OK power" seal of quality also confirms the expansion of power generation from renewable sources: at least one-third of the electricity comes from hydro-electric power plants less than six years old. Providers of this green electricity do not make use of federal subsidies pursuant to the German Renewable Energy Act (EEG).

Audi promises next A8 on sale by year's end, LED Matrix lamps to be available [w/video]

Audi has just released details about its new Matrix LED headlamps, but just as illuminating as the new lighting technology is confirmation that the next A8 will appear "on the market at the end of 2013." While Audi is calling the model new, expectations - and the spy shots above - suggest more of a traditional mid-cycle refresh.
Audi says that its new A8 Matrix lights are comprised of 25 high-beam LEDs, clustered in groups of five paired with reflectors. Unlike traditional automatic high-beam setups, the Matrix array is so precise that it "blanks out light that would shine directly onto oncoming and preceding vehicles" while continuing to use full high-beam power on other sections of the road and shoulder not occupied by other vehicles. Further, the camera- and electronic brain-governed system can dim or extinguish LEDs as necessary to deal with traffic. The active system also differs from today's adaptive headlamps by not requiring servo motors to direct light, yet they can still function as cornering headlamps - ones that can predict a road's trajectory because they are linked with the car's GPS system. Interestingly, the system also works with Audi's optional night vision system. When the latter detects a pedestrian in the dark, it automatically flashes a batch of LEDs to put both the driver and pedestrian on notice about each others' presence.
Only one problem in all of this trick lighting business: they aren't legal here in the US, at least not yet. Audi and other automakers are currently petitioning the National Highway Traffic Safety Administration, trying to sell the government agency on the technology's safety benefits. For the moment, Matrix headlamps are likely to remain forbidden fruit, but you can check them out and see what you might be missing in the video below. As for the 2015 A8, we're guessing it'll surface at the Frankfurt Motor Show in September.
