Feds allege widespread Volkswagen cheating on clean-air rules

Volkswagen intentionally installed software in nearly a half-million diesel vehicles that helped the cars evade substandard results on emissions tests, the federal government charged Friday. The Environmental Protection Agency issued a notice of violation to the German automaker, saying the company's software broke the law by violating two provisions in the Clean Air Act. Circumventing the standards meant affected cars emitted as much as 40 times the allowable level of certain pollutants. Both the EPA and California Air Resources Board have launched investigations. In its notice of violations, the EPA said Volkswagen officials admitted to installing and concealing what they call a "defeat device," which was designed to detect when the cars were undergoing official emissions tests – and only turn on emissions controls during that time. "Our goal now is to ensure that the affected cars are brought into compliance, to dig more deeply into the extent and implications of Volkswagen's efforts to cheat on clean air rules, and to take appropriate further action," said Richard Corey, executive officer of CARB. The allegations cover approximately 482,000 vehicles sold in the United States over the past seven years. Cars involved include diesel versions of the Jetta, Beetle, Audi A3 and Golf manufactured between the 2009 and 2015 model years. Passats manufactured for the 2014 and 2015 model years are also included. Federal officials note there is no safety danger to motorists, but the cars will be recalled for repairs. If true, Volkswagen faces a fine that could run in the hundreds of millions of dollars -- likely higher than the $300 million charge the EPA levied last November at Hyundai and Kia for exaggerating the fuel-economy in several models. The charges also put a tremendous dent into the company's plans to increase sales of its "Clean Diesel" vehicles in North America. In a written statement, Volkswagen Group of America acknowledged it had received the notices from the EPA and CARB. "VW is cooperating with the investigation; we are unable to comment further at this time," it said. Federal officials said the defeat-device software was uncovered during an independent analysis by researchers at West Virginia University, who in working with the International Council on Clean Transportation, a non-governmental organization, raised questions about emissions levels.

Audi introduces Q7 E-Tron 2.0 TFSI in Shanghai

Audi made a name for itself with its Quattro all-wheel-drive system, and is rapidly expanding its range of E-Tron hybrids. And now it's bringing the two together for the first time with the new Q7 E-Tron 2.0 TFSI. The company's first vehicle to combine a turbocharged engine, hybrid assist and all-wheel drive, the Audi Q7 E-Tron 2.0 TFSI boasts all the enhancements wrought on Ingolstadt's new flagship crossover, but with a range of over 633 miles – nearly 33 of them on electric power alone. The powertrain pairs a 2.0-liter turbo four with an electric motor that combine to deliver 367 horsepower and 516 pound-feet of torque. That's said to be enough to send the hybrid luxury crossover to 62 in 5.9 seconds and on to a top speed in excess of 136 miles per hour, while boasting fuel efficiency of a claimed 94 miles per gallon. Unfortunately, however, the Q7 E-Tron is earmarked only for specific Asian markets – namely China, Singapore and Japan. So don't count on seeing this hybrid crossover in US showrooms any time soon – at least not in this specification. Audi is presenting the Q7 e-tron 2.0 TFSI quattro at Auto Shanghai. According to the measurement method specified in China for PHEVs, the large SUV can cover up to 53 kilometers (32.9 mi) solely on the electricity stored in its lithium-ion battery – quietly, powerfully and with zero local emissions. Total range is 1,020 kilometers (633.8 mi). The Audi Q7 e-tron 2.0 TFSI quattro will be available beginning in 2016. Audi perfecting drool-worthy RS3 hot hatch

A sure-fire way of adding excitement to any Audi is removing the "A" from its model name and replacing it with "RS." Take the RS4, RS5, RS6 and RS7 as proof of this fact. Of course, the transformation from "A" to "RS" wouldn't be complete with a huge bump in power, a far more sporting suspension, enhanced brakes and a more aggressive styling treatment. That process appears to be well underway with the next RS3, which has once again been spotted testing in Germany. The larger wheels (the styles are mismatched, but the sizes look similar) are a good giveaway, as are the larger brakes and more aggressive front bumper, which sports larger intakes. The rear bumper has been modified, although we can't quite tell if the RS line's tell-tale oval exhausts have been fitted. In the past, the RS3 mules we've heard have boasted the distinctive exhaust note of a five-cylinder engine. This particular car, though, has a more conventional exhaust note, of the sort you'd expect from a high-powered four-cylinder. Expect around 400 horsepower and Quattro all-wheel drive, with power distributed likely through some form of S-Tronic dual-clutch transmission.
