U.S. denies GM tariff relief request for China-made Buick SUV

WASHINGTON — The Trump administration has denied a General Motors Co request for an exemption to a 25 percent U.S. tariff on its Chinese-made Buick Envision sport utility vehicle. The denial of the nearly year-old petition came in a May 29 letter from the U.S. Trade Representative's office saying the request concerns "a product strategically important or related to 'Made in China 2025' or other Chinese industrial programs." The midsize SUV, priced starting at about $35,000, has become a target for critics of Chinese-made goods, including leaders of the United Auto Workers union and members in key political swing states such as Michigan and Ohio. GM said on Tuesday it was aware of the denial and has been paying the tariff since July. GM has not raised the sticker price to account for the tariff. Buick Envision sales fell in the United States by nearly 27% to 30,000 last year and fell another 21% in the first three months of 2019. Only a small number of vehicles are built in China and sold in the United States. Last month, the U.S. Trade Representative's Office also denied a request by Chinese-owned Volvo Cars for tariff exemptions for mid-size SUVs assembled in China after the automaker sought an exemption for the XC60, its top selling U.S. vehicle. GM, the largest U.S. automaker, argued in its request that Envision sales in China and the United States would generate funds "to invest in our U.S. manufacturing facilities and to develop the next generation of automotive technology in the United States." GM said last year the "vast majority" of Envisions, about 200,000 a year, are sold in China. Because of the lower U.S. sales volume, "assembly in our home market is not an option" for the Envision, which competes with such mid-size crossover vehicles as the Jeep Grand Cherokee and the Cadillac XT5. Ahead of the July 2018 start for higher import tariffs, GM shipped in a six-month supply of Envisions at the much lower 2.5 percent tariff rate, Reuters reported in August 2018.

Aurora, Volvo partner on self-driving heavy trucks

Global heavy truck manufacturers are lining up technology partners to help build out self-driving systems for long-haul freight that could see widespread commercial service well before self-driving robotaxis. The latest alliance was announced Tuesday between Sweden's Volvo Group and California-based Aurora Innovation, building on a working relationship that dates back several years, the partners said. Analysts expect more such partnerships, as relatively young technology firms such as Aurora connect their autonomous vehicle systems knowledge with the deep manufacturing experience of legacy companies such as Volvo Trucks. “You can't go at it alone in autonomy," said Grayson Brulte, president consultancy Brulte & Company. "The trucking industry is a completely different personality" than the passenger vehicle business, with different requirements. Most of the larger truck manufacturers have turned to self-driving tech partners, driven in part by a chronic shortage of drivers and a boom in e-commerce, fueled by the global pandemic. In January, Aurora announced a strategic partnership with U.S. truckmaker PACCAR, whose brands include Peterbilt and Kenworth. Aurora's founders include self-driving veterans from Tesla and Alphabet's Waymo. Aurora last year said its first commercial product would be in trucking "where the market is largest (and) the unit economics are best." In 2020, Waymo Chief Executive John Krafcik told Reuters that "goods delivery is a bigger market than moving people" as Waymo expanded its focus to include heavy trucks. Germany's Daimler has formed a self-driving truck alliance with Waymo, while China's largest heavy truck maker, FAW Jiefang, has partnered with Plus AI. Volkswagen's Traton truck group is an investor in TuSimple, as is U.S. truckmaker Navistar. In a January earnings call, Tesla Chief Executive Elon Musk said the long-delayed Semi electric truck is highly likely to be the first of the company's vehicles to achieve full self-driving capability. When your car collection grows to the enormous size of Jay Leno's, adding the usual muscle cars or European exotics loses the allure. It becomes necessary to start taking the things in weird directions. Leno is proving just that with his latest tour of many of the ongoing projects currently happening in the garage. With everything from Harley-Davidson generators to '50s hot rods on display just in this short video, there's something any fan can love. The place is like an automotive wonderland. For most people any one of these projects would be an absolute dream. For example, Leno has a copy of a one-off Mercedes-Benz racecar transporter that is nearly ready to drive. Another project hasn't even started yet but already seriously piqued our interest. Leno obtained a very ratty 1966 Volvo 122S wagon, but rather than just a restoration he's has a plan to get a V8 with a flat-plane crank from Volvo performance specialists Polestar. Another project on the way should provide a significant upgrade in performance, while still being quite green. Leno's team has already rebuilt the frame and wooden body from a 1914 Detroit Electric, and with that work done they've started dreaming of a modern drivetrain for it.
