U.S. denies GM tariff relief request for China-made Buick SUV

WASHINGTON — The Trump administration has denied a General Motors Co request for an exemption to a 25 percent U.S. tariff on its Chinese-made Buick Envision sport utility vehicle. The denial of the nearly year-old petition came in a May 29 letter from the U.S. Trade Representative's office saying the request concerns "a product strategically important or related to 'Made in China 2025' or other Chinese industrial programs." The midsize SUV, priced starting at about $35,000, has become a target for critics of Chinese-made goods, including leaders of the United Auto Workers union and members in key political swing states such as Michigan and Ohio. GM said on Tuesday it was aware of the denial and has been paying the tariff since July. GM has not raised the sticker price to account for the tariff. Buick Envision sales fell in the United States by nearly 27% to 30,000 last year and fell another 21% in the first three months of 2019. Only a small number of vehicles are built in China and sold in the United States. Last month, the U.S. Trade Representative's Office also denied a request by Chinese-owned Volvo Cars for tariff exemptions for mid-size SUVs assembled in China after the automaker sought an exemption for the XC60, its top selling U.S. vehicle. GM, the largest U.S. automaker, argued in its request that Envision sales in China and the United States would generate funds "to invest in our U.S. manufacturing facilities and to develop the next generation of automotive technology in the United States." GM said last year the "vast majority" of Envisions, about 200,000 a year, are sold in China. Because of the lower U.S. sales volume, "assembly in our home market is not an option" for the Envision, which competes with such mid-size crossover vehicles as the Jeep Grand Cherokee and the Cadillac XT5. Ahead of the July 2018 start for higher import tariffs, GM shipped in a six-month supply of Envisions at the much lower 2.5 percent tariff rate, Reuters reported in August 2018.

The automobile awards season may not be over, but two of the more prestigious annual races came closer to a climax this week. One might need a scorecard to keep track. We’re focused here on two events: the World Car of 2024, now reduced to three finalists in six categories. Then thereÂ’s the Car of the Year, known in some quarters as the European Car of the Year. Except that the car doesnÂ’t have to be European to win, only sold there. Got that? Winners out of the way first: At the Geneva Motor Show on Monday, the Renault Scenic E-Tech all-electric has been voted Car of the Year 2024. The Scenic is a fairly compact, somewhat stylish SUV for Europe only, and is the seventh vehicle from the French brand to win the award. It sells in the United Kingdom for about $47,500. The other six finalists that had made the first cut of voting in November were the BMW 5 Series, BYD Seal, Kia EV9, Peugeot E-3008/3008, Toyota C-HR, and Volvo EX30. The trophy winner was chosen by a jury of 59 motoring journalists from 22 countries. Scenic came in first place with 329 points. The Seal was the first Chinese-made car to make this awardÂ’s shortlist; it finished sixth out of seven, just up from the Toyota. One judge explained his decision to grant the Seal zero votes. Writing in Top Gear, Paul Horrell wrote this entertaining critique: “It looks good and is well specified, so makes a strong market entry. The advanced electric system and cobalt-free battery are commendable too, and it's enjoyable enough to drive quickly. That's undermined by an agitated ride over bumps, and the logic of screens and switches is pretty eccentric.” Recapping the World Car of the Year 2024 update, the sponsors shared the stage at Geneva on Monday with the Europeans as well, although they revealed only the top three finalists in six categories. Volvo P1800-based gasser is UK's entry in the Hot Wheels Legends Tour

Hot Wheels has spent the past few months touring the United States in search of the next custom car it will add to its catalog of 1/64-scale diecast models. It's not stopping there: It also headed to the United Kingdom to add a bit of international flair to the competition, and it selected a Volvo P1800 that has been heavily modified into a gasser as the winner that will move on to the semifinal round. Owner Lee Johnstone explained he built his P1800 — which he nicknamed "Ain't no Saint" — starting with a bare shell that had been stripped and that was too far gone to properly restore. Volvo's 1960s four-cylinder engines are famously tunable, but Johnstone looked across the pond for an engine suitable to make his dream car a reality. He chose a 454-cubic-inch V8 sourced from the Chevrolet parts bin and supercharged to develop about 600 horsepower. Ain't no Saint reportedly runs a 10.01-second quarter mile at 133 mph. Johnstone regularly races the P1800 with his three daughters. He consequently named his team Johnstone & Daughters (JD) Racing. "This is a beautiful example of a gasser — a drag racer with street car form. Often with dragsters, the chassis is so important that the body gets overlooked, but this example is fabulous with great attention to detail," explained former Jaguar design director Ian Callum, who was one of the judges that selected the P1800 as the United Kingdom's finalist. "It completely hits the Hot Wheels brief." Hot Wheels has already released several gassers, including one based on a 1955 Chevrolet Bel Air. Time will tell if Johnstone's P1800 will become the next addition to the series. Its next stop is the global semifinal round scheduled for November 4, 2021, where it will compete against some of the previous winners. There are two semifinal rounds taking place before the grand finale planned for November 13.
