California adapts ZEV mandate with PHEVs for smaller automakers

California is the nation's largest market for zero-emissions vehicles with over 100,000 of them estimated to be on the roads there. The state's goal is to keep that number growing every year. To that end, the California Air Resources Board is now tweaking its rules in a way that might not boost ZEVs but could mean more plug-in hybrids for the Golden State. Jaguar Land Rover, Mazda, Mitsubishi, Subaru, and Volvo asked for an exemption to the state's zero-emissions vehicle mandate last year due to their relatively small development budgets compared to larger automakers. CARB denied their request but did craft a compromise, according to Automotive News. Rather than being required to offer a ZEV in the state, companies with an annual global revenue of less than $40 billion, like those in this group, may instead sell plug-in hybrids to earn ZEV credits. The companies aren't completely off the hook, though. If these plug-in hybrids don't earn enough credits, the corporations must buy them on the market to make up the difference. Automakers with popular electric models like Nissan and Tesla have made a big business through this trading system by selling their surplus to rivals. Tesla alone pocketed $51 million in the first quarter from this part of its business, according to Automotive News. The changes to the regulations also aren't set in stone, yet. CARB is meeting in 2016 and could adjust things further at that time. Volvo XC40 delayed because it's too big for its own good?

As fuel prices rise and greenhouse gases poke holes in the ozone, big, gas-guzzling sports utility vehicles are becoming less popular as smaller, cleaner vehicles, such as crossovers, gain market share. Volvo is late to the small crossover party, though it wants to build the XC40 crossover to compete with the Land Rover Evoque. The only problem with that, Autocar reports, is that a suitable (read: small enough) platform for it is up to five years away, despite a hopeful photos of it in testing guise.
Volvo is currently developing a new platform, called SPA (Scaleable Platform Architecture), to underpin its next-generation of vehicles, such as the 2014 XC60 pictured above and the S60 sedan, which is likely the smallest vehicle that would be able to use the new platform. Furthermore, there doesn't seem to be a quick fix for the gaping hole in Volvo's lineup, and Geely, the Chinese budget car manufacturer that owns Volvo, is reportedly preparing to launch a mid-market brand that may or may not be sold outside of China.

Volvo studying test of electric roads in Sweden

Volvo already announced the results of a study of wireless charging using a stationary C30, and now it's embarking on a more ambitious study of wireless charging involving moving city buses. Next year, in conjunction with the Swedish Transport Association, Volvo will build a section of electric road up to 500 meters long that would use inductive charging to refill the batteries while the bus drives over it.
Right now, the company's Hyper Bus diesel hybrid has to stop to plug in and charge at the end of its route. The company is looking for a way to keep buses in service while being able to run on electric power for greater lengths of time. The new line used for the study will be called ElectriCity, and will come online in central Gothenburg sometime in 2015. There's a press release below with more information.
