U.S. denies GM tariff relief request for China-made Buick SUV

WASHINGTON — The Trump administration has denied a General Motors Co request for an exemption to a 25 percent U.S. tariff on its Chinese-made Buick Envision sport utility vehicle. The denial of the nearly year-old petition came in a May 29 letter from the U.S. Trade Representative's office saying the request concerns "a product strategically important or related to 'Made in China 2025' or other Chinese industrial programs." The midsize SUV, priced starting at about $35,000, has become a target for critics of Chinese-made goods, including leaders of the United Auto Workers union and members in key political swing states such as Michigan and Ohio. GM said on Tuesday it was aware of the denial and has been paying the tariff since July. GM has not raised the sticker price to account for the tariff. Buick Envision sales fell in the United States by nearly 27% to 30,000 last year and fell another 21% in the first three months of 2019. Only a small number of vehicles are built in China and sold in the United States. Last month, the U.S. Trade Representative's Office also denied a request by Chinese-owned Volvo Cars for tariff exemptions for mid-size SUVs assembled in China after the automaker sought an exemption for the XC60, its top selling U.S. vehicle. GM, the largest U.S. automaker, argued in its request that Envision sales in China and the United States would generate funds "to invest in our U.S. manufacturing facilities and to develop the next generation of automotive technology in the United States." GM said last year the "vast majority" of Envisions, about 200,000 a year, are sold in China. Because of the lower U.S. sales volume, "assembly in our home market is not an option" for the Envision, which competes with such mid-size crossover vehicles as the Jeep Grand Cherokee and the Cadillac XT5. Ahead of the July 2018 start for higher import tariffs, GM shipped in a six-month supply of Envisions at the much lower 2.5 percent tariff rate, Reuters reported in August 2018.

IIHS gives 90 models its Top Safety Pick award in one fell swoop

Although the Audi A7 and the Toyota Sienna are positioned on completely different ends of the automotive spectrum, they overlap in one important area: both earned a Top Safety Pick+ award from the Insurance Institute for Highway Safety (IIHS). They're among the 49 cars that received the distinction for 2021, while 41 additional models scored a Top Safety Pick (without the plus) award from the institute, bringing the number of winners to 90. Earning a coveted Top Safety Pick award from the IIHS is easier said than done. Recipients need to score a good rating in the institute's six crash tests, be available with a front crash prevention system that scores a superior or advanced rating in vehicle-to-vehicle and vehicle-to-pedestrian evaluations, and be offered with (but, crucially, not necessarily fitted standard with) headlights that are either good or acceptable. Vehicles that have good or acceptable headlights across the full range, regardless of trim level, are eligible for the Top Safety Pick+ award. The Hyundai Group (which includes Hyundai, Kia, and Genesis) earned more awards than any other carmaker, with 12 standard Top Safety Pick distinctions and five earning a Pick+. Volvo led the Pick+ chart with its entire lineup of nine vehicles. At the other end of the spectrum, Mitsubishi still hasn't earned a single award, and General Motors only nabbed one of each. Safety is spreading across market segments, according to the IIHS. It pointed out that, in 2020, there were no minivans or pickup trucks on the list of Top Safety Pick recipients. Fast forward to 2021, and the list includes the Honda Odyssey, the Toyota Sienna, and the Ram 1500 crew cab; the first two earned a Pick+. The full list of 2021 award winners is on the IIHS website. Note that, for some models, only units built after a certain date earned an award. This distinction reflects a change (usually in headlights) during the production run. Volvo readying stretched next-gen S80 in lieu of 7 Series rival?

The debate about what direction to take perennially struggling Volvo has been raging for years. Should the Swedish marque go upscale and try to chase other European luxury brands, or should it stick to its safety-minded knitting? Should it adopt flashy new styling and a more overt performance bent, or keep it Scandinavian clean and responsible? Chinese parent brand Geely apparently has designs on making Volvo a full-fledged BMW rival - particularly in its homeland - including pushing for a range-topping 7 Series competitor. However, Volvo execs have been repeatedly pushing back on the idea. In fact, it's understood that this philosophical crisis contributed mightily to the high-profile departure of Stefan Jacoby, the company's CEO until the middle of 2012 (Jacoby has since rebounded to head international operations for General Motors).
There doesn't seem like any middle path in this debate, but that apparently isn't going to stop Volvo from trying. According to a sprawling Reuters report, Volvo will placate Geely chairman Li Shufu with a stretched and lux'd up version of the next S80. Yet Li still isn't completely satisfied, and he's said to be pushing for "a plusher and bigger model he calls the S100" to rival cars like the Audi A8. For the moment, it is not clear if the larger S80-based model will be a global offering, or just another one of China's many home-market, long-wheelbase specials.
The question of future Volvo styling is up for debate as well. According to Reuters, "Insiders say Li is a big fan of the new styling that design chief Thomas Ingenlath has brought to Volvo" (The latest example, the Concept Coupe from this week's Frankfurt Motor Show, is shown above.) Yet there are those who worry whether the company's new styling strategy is showy enough to appeal to China's wealthy. Chairman Li would still like to see a range-topping sedan for "show-off people," but Volvo's management doesn't want to go down that road. Clearly, this won't be the last we hear about the company's existential boardroom battles.
