California adapts ZEV mandate with PHEVs for smaller automakers

California is the nation's largest market for zero-emissions vehicles with over 100,000 of them estimated to be on the roads there. The state's goal is to keep that number growing every year. To that end, the California Air Resources Board is now tweaking its rules in a way that might not boost ZEVs but could mean more plug-in hybrids for the Golden State. Jaguar Land Rover, Mazda, Mitsubishi, Subaru, and Volvo asked for an exemption to the state's zero-emissions vehicle mandate last year due to their relatively small development budgets compared to larger automakers. CARB denied their request but did craft a compromise, according to Automotive News. Rather than being required to offer a ZEV in the state, companies with an annual global revenue of less than $40 billion, like those in this group, may instead sell plug-in hybrids to earn ZEV credits. The companies aren't completely off the hook, though. If these plug-in hybrids don't earn enough credits, the corporations must buy them on the market to make up the difference. Automakers with popular electric models like Nissan and Tesla have made a big business through this trading system by selling their surplus to rivals. Tesla alone pocketed $51 million in the first quarter from this part of its business, according to Automotive News. The changes to the regulations also aren't set in stone, yet. CARB is meeting in 2016 and could adjust things further at that time. Volvo Polestar reveals new V8 Supercars engine

Volvo may be better known for turbo fives and inline fours, but in 2005 it launched the XC90 with a new eight-cylinder engine built for it by Yamaha. Fast forward to this past June when Volvo announced its intention to enter Australia's V8 Supercars series, where it would compete with the likes of Ford, Holden, Nissan and Mercedes-AMG. This is the engine with which it intends to do so.
Revealed this weekend at the Sydney 500, this competition-spec powerplant is based on the same B8444S that powered the XC90 and S80 (not to mention the Noble M600), but tuned for racing duty to be shoehorned into the new S60 touring car. The 60-degree aluminum block has been bored out from 4.4 liters to 5.0, its compression ratio boosted to 10:1, modified to run on E85 bio-ethanol and its redline increased to 7500 rpm. Volvo also promises a unique engine note from its new racers.
While Volvo and its racing partner Polestar haven't released official output numbers, regulations call for outputs between 620 and 650 horsepower - in any event, a whole lot more than the 311 hp it produces in stock form. (Noble managed to squeeze that much out of the same block, but that required twin turbochargers while this unit remains naturally aspirated.) Hot rod tractor stars in Swedish version of Farmkhana

The Nordic countries are known for their beautiful fjords, blonde-haired populace and bitter cold for a good portion of the year. The hours spent indoors during the dark, cold season apparently gives a lot of time for some crazy brainstorming. Tire store chain Vianor is highlighting the Traktor Terror in a new video. If Ken Block is the master of Gymkhana, then these guys know all about Farmkhana in their custom, turbocharged tractor.
According to the YouTube description from Vianor, the tractor is a 1956 Volvo BM Terrier with an added roll cage, adjustable front suspension and extended frame. The engine is thoroughly Swedish, and it's based on a Volvo 940 Turbo with a Volvo 240 head and Volvo 740 intercooler. However, it uses a Saab turbo Prospark ignition and fuel system. All told, the setup is claimed to make 225 horsepower and is capable of a top speed of 60 miles per hour.
That's not crazy power, but this tractor can certainly put it down. The farm machine has no problem smoking those big rear wheels and drifts easily.... although, it may be a tiny little bit unstable (hence the roll cage). If nothing else, this looks like the world's most fun way to be a farmer, that's for sure.
