U.S. denies GM tariff relief request for China-made Buick SUV

WASHINGTON — The Trump administration has denied a General Motors Co request for an exemption to a 25 percent U.S. tariff on its Chinese-made Buick Envision sport utility vehicle. The denial of the nearly year-old petition came in a May 29 letter from the U.S. Trade Representative's office saying the request concerns "a product strategically important or related to 'Made in China 2025' or other Chinese industrial programs." The midsize SUV, priced starting at about $35,000, has become a target for critics of Chinese-made goods, including leaders of the United Auto Workers union and members in key political swing states such as Michigan and Ohio. GM said on Tuesday it was aware of the denial and has been paying the tariff since July. GM has not raised the sticker price to account for the tariff. Buick Envision sales fell in the United States by nearly 27% to 30,000 last year and fell another 21% in the first three months of 2019. Only a small number of vehicles are built in China and sold in the United States. Last month, the U.S. Trade Representative's Office also denied a request by Chinese-owned Volvo Cars for tariff exemptions for mid-size SUVs assembled in China after the automaker sought an exemption for the XC60, its top selling U.S. vehicle. GM, the largest U.S. automaker, argued in its request that Envision sales in China and the United States would generate funds "to invest in our U.S. manufacturing facilities and to develop the next generation of automotive technology in the United States." GM said last year the "vast majority" of Envisions, about 200,000 a year, are sold in China. Because of the lower U.S. sales volume, "assembly in our home market is not an option" for the Envision, which competes with such mid-size crossover vehicles as the Jeep Grand Cherokee and the Cadillac XT5. Ahead of the July 2018 start for higher import tariffs, GM shipped in a six-month supply of Envisions at the much lower 2.5 percent tariff rate, Reuters reported in August 2018.

Volvo recalls another 195,000 vehicles for airbags after a death

Volvo has recalled 194,546 vehicles built between 2001 and 2007 due to airbag inflators that "may explode during deployment, due to propellant degradation occurring after long-term exposure to high absolute humidity, high temperatures, and high temperature cycling." The vehicles included in this recall are V70 and XC70 models that were built from Feb. 22, 2000 through May 4, 2007, but similar recalls have included other Volvo models for the same issue. In total, Volvo has recalled more than half a million vehicles worldwide to replace faulty inflators. Owners can also contact Volvo Car customer service at 1-800-458-1552. The number for this particular recall is R10136. According to the recall notice, Volvo is aware of one incident in which an inflator ruptured, killing the driver. While these airbag recalls may sound familiar due to the massive number of inflators that were made by Takata and were recalled and replaced, the inflators used by Volvo were manufactured by supplier ZF/TRW. Takata's faulty airbag inflators have been blamed for at least 19 deaths in the United States and 28 worldwide, along with more than 400 injuries in the U.S. alone. Volvo will replace the driver-side airbag of affected vehicles at no charge "with a modern state-of-the-art propellant/inflator." Last Hurrah Comes and Goes In A Hurry
It isn't very often that we drive a new car that's already out of production, but that's exactly what has happened with this 2013 Volvo C30. After just five years on the North American market, the last C30 quietly rolled off the assembly line back in December. But before that happened, Volvo decided to send its compact hatchback out on a high note with a little added performance and exclusivity courtesy of this R-Design Polestar Limited Edition model.
The term "hot hatch" is admittedly tossed around a lot these days, but the combination of an R-Design styling package coupled with a good number of extra ponies under the hood should be more than enough to put the C30 in the mix with the likes of the Volkswagen GTI and its not-too-distant cousin, the Mazdaspeed3. The chief problem with the Polestar Limited Edition, though, is that it's priced against sportier all-wheel-drive compacts like the Golf R and Subaru WRX STI, so we decided to spend a week with the Polestar to see if its exclusivity and performance are enough to make up for its higher price tag.
