California adapts ZEV mandate with PHEVs for smaller automakers

California is the nation's largest market for zero-emissions vehicles with over 100,000 of them estimated to be on the roads there. The state's goal is to keep that number growing every year. To that end, the California Air Resources Board is now tweaking its rules in a way that might not boost ZEVs but could mean more plug-in hybrids for the Golden State. Jaguar Land Rover, Mazda, Mitsubishi, Subaru, and Volvo asked for an exemption to the state's zero-emissions vehicle mandate last year due to their relatively small development budgets compared to larger automakers. CARB denied their request but did craft a compromise, according to Automotive News. Rather than being required to offer a ZEV in the state, companies with an annual global revenue of less than $40 billion, like those in this group, may instead sell plug-in hybrids to earn ZEV credits. The companies aren't completely off the hook, though. If these plug-in hybrids don't earn enough credits, the corporations must buy them on the market to make up the difference. Automakers with popular electric models like Nissan and Tesla have made a big business through this trading system by selling their surplus to rivals. Tesla alone pocketed $51 million in the first quarter from this part of its business, according to Automotive News. The changes to the regulations also aren't set in stone, yet. CARB is meeting in 2016 and could adjust things further at that time. The Honda CR-V could return with a plug-in hybrid option. Expected to debut in the fall of 2017, the PHEV could use a 2.0-liter I4 plus an electric motor. It's possible that the new CR-V is being developed in North America, and will borrow design cues from the Honda Civic. There also could be a seven-seat version. UC Davis will present findings from a CARB-commissioned study on customer valuation of zero-emission vehicles (ZEVs). Dr. Ken Kurani of the university's Institute of Transportation Studies will report on consumer attitudes toward ZEVs, and the differences between those valuations and market behavior. In Kurani's survey, respondents had the opportunity to design their own car with an in-survey game. Almost a quarter of people designed some sort of EV, including plug-in hybrids and fuel cell vehicles. Read more from CARB, or at Green Car Congress. Minnesota's biodiesel efforts have improved air quality. According to the American Lung Association in Minnesota, summer and winter blends of biodiesel have prevented the emission of 130 tons of particulate matter, 319 tons of hydrocarbon and 2,634 tons of carbon monoxide every year, as well as a total of 3.7 million tons of CO2 over the last 10 years. Minnesota requires a B10 biodiesel blend during the summer months, and B5 throughout the winter. Read more from Biodiesel Magazine. The Volvo XC90 has received the Canadian Green Car Award for Most Efficient Three-Row Family Vehicle. Beating out the Ford Explorer 2.3-liter EcoBoost and the Honda Pilot, Volvo's seven-seat crossover was chosen for its mass market appeal, and a variety of qualities both practical and green. Judges look at value, fuel economy, emissions, performance and technology among other features. The XC90 is available as a plug-in hybrid with about 17 miles of all-electric driving range. The judges of the 2016 Canadian Green Car Award announced their category winners today, with the Volvo XC90 winning the Most Efficient Three-Row Family Vehicle category. The other finalists in the category were the Ford Explorer 2.3-litre EcoBoost and the Honda Pilot.

Volvo aligning model range into three families

Things have been slow in Gothenburg the past few years, but they're picking up speed. The only new model Volvo has released in the past four years since it was taken over by Geely - that being the V40 introduced in 2012 - started its development when the company was still under Ford's umbrella. But now the Swedish automaker is preparing to launch a volley of new models, and the new XC90 is only the starting point.
Volvo has set out to align its product portfolio into three model families - 40, 60 and 90 - each with three body-styles: sedan, wagon and crossover. (Volvo presented a tidy little table, which we've replicated below, to outline what it has in store.) That means a new S40 sedan and XC40 crossover as well as a replacement for the current V40 wagon, all to be based on a new platform shared with Geely. It also means replacements for the current S60, V60 and XC60 to be based on the modular SPA platform that underpins the new XC90, as well as a new S90 sedan to replace the S80 and a new V90 wagon to succeed the V70 and move it up-market above the V60.
All of these models are set to arrive within the next four years as Volvo moves to replace its entire lineup by 2019 and subsequently move to more competitive seven-to-eight-year product life-cycles. But as aggressively as Volvo is pursuing this renewal of its core models, they're not the only things Gothenburg has in store.
