Recharge Wrap-up: unofficial Tesla ad, VW will produce Budd-e

An unofficial Tesla commercial pays homage to the automaker's namesake. The video, which shows the Model S driving through a dusty, petroleum-addicted landscape reminiscent of a Mad Max film, features words from a speech by electricity-obsessed inventor Nikola Tesla. While Tesla (the man) talks about advancing technology into the future through electricity, the cars surroundings switch from the barren oil village to a green countryside dotted with wind turbines. Akon, who once boasted a collection of 28 exotic cars, traded them in for four Teslas, including a Model X. The electric vehicle, built on the MEB modular platform with looks borrowed from the Microbus, made its debut as a concept vehicle at CES this year. Volkwagen's Dr. Volkmar Tanneberger tells Car magazine, "You will see a car that looks a lot like this, on the MEB platform, reach production. I can't say exactly when, but 2020 or thereabouts." He also says that the California camper van and Transporter van will continue production with internal combustion engines. Read more from Car. The 2017 Kia Soul EV will have more range. While it is scheduled for some minor updates, upping the electric Soul's driving range from its current EPA rating of 93 miles will hopefully attract more customers than a simple facelift. Volkswagen says goodbye to Eos, Routan in 2015 updates

Usually automakers announce changes to their lineup individually on a vehicle-by-vehicle basis, but sometimes it all comes at once – especially when the changes are ones we either expected or might not otherwise notice. That's the path Volkswagen has gone with changes to its US lineup for 2015. The biggest change is what we already knew: that the new Golf arrives for the 2015 model year, bringing with it the new GTI, Golf R, e-Golf and Golf SportWagen (to replace the previous Jetta wagon). But there are some new details as well. For starters, Volkswagen has finally confirmed that both the Eos and the Routan – both long rumored to be on their way out – will be exiting this year. The Eos hardtop convertible, pictured above, will linger for one last year, its Sport trim replaced by a new Final Edition with 18-inch wheels, two-tone leather interior and enhanced equipment. Meanwhile the Routan, which hasn't actually been built in over a year, is finally dead, as VW confirms it has dropped the Chrysler-built minivan from its lineup for 2015 altogether. The German automaker has also confirmed that the Touareg is getting a facelift early in the new year, which we expect will closely follow the revisions revealed a few months ago ahead of the Beijing Motor Show. Finally VW has announced an upgrade to its 2.0-liter TDI. Fitted to the Golf, Jetta, Passat and Beetle, the updated diesel gets 10 more horsepower with output now up to 150 hp and 236 pound-feet of torque. Feds allege widespread Volkswagen cheating on clean-air rules

Volkswagen intentionally installed software in nearly a half-million diesel vehicles that helped the cars evade substandard results on emissions tests, the federal government charged Friday. The Environmental Protection Agency issued a notice of violation to the German automaker, saying the company's software broke the law by violating two provisions in the Clean Air Act. Circumventing the standards meant affected cars emitted as much as 40 times the allowable level of certain pollutants. Both the EPA and California Air Resources Board have launched investigations. In its notice of violations, the EPA said Volkswagen officials admitted to installing and concealing what they call a "defeat device," which was designed to detect when the cars were undergoing official emissions tests – and only turn on emissions controls during that time. "Our goal now is to ensure that the affected cars are brought into compliance, to dig more deeply into the extent and implications of Volkswagen's efforts to cheat on clean air rules, and to take appropriate further action," said Richard Corey, executive officer of CARB. The allegations cover approximately 482,000 vehicles sold in the United States over the past seven years. Cars involved include diesel versions of the Jetta, Beetle, Audi A3 and Golf manufactured between the 2009 and 2015 model years. Passats manufactured for the 2014 and 2015 model years are also included. Federal officials note there is no safety danger to motorists, but the cars will be recalled for repairs. If true, Volkswagen faces a fine that could run in the hundreds of millions of dollars -- likely higher than the $300 million charge the EPA levied last November at Hyundai and Kia for exaggerating the fuel-economy in several models. The charges also put a tremendous dent into the company's plans to increase sales of its "Clean Diesel" vehicles in North America. In a written statement, Volkswagen Group of America acknowledged it had received the notices from the EPA and CARB. "VW is cooperating with the investigation; we are unable to comment further at this time," it said. Federal officials said the defeat-device software was uncovered during an independent analysis by researchers at West Virginia University, who in working with the International Council on Clean Transportation, a non-governmental organization, raised questions about emissions levels.
