    Germany says nein to EU ban on new fossil-fuel cars from 2035

    BERLIN (Reuters) - Germany's government will not agree to European Union plans to effectively ban the sale of new cars with combustion engines from 2035, Finance Minister Christian Lindner said on Tuesday. In its bid to cut planet-warming emissions by 55% by 2030 from 1990 levels, the European Commission has proposed a 100% reduction in CO2 emissions from new cars by 2035. That means it would be impossible to sell combustion engine cars from then. European Parliament lawmakers backed the proposals this month, before negotiations with EU countries on the final law take place. Speaking at an event hosted by Germany's BDI industry association, Lindner said there would continue to be niches for combustion engines so a ban was wrong and said the government would not agree to this European legislation. Lindner, a member of the pro-business Free Democrats, which shares power with the Social Democrats and Greens, said Germany would still be a leading market for electric vehicles.     VW agrees to halt next-gen rally car development to help others stay in WRC

    Volkswagen has petitioned the FIA to hold on to the current specifications for cars in the World Rally Championship, according to Autosport.com. The move is evidently an effort to keep as many competitors in the sport as possible, despite the fact that using the current spec racers may actually hurt Volkswagen's chances at winning. The three factory teams currently competing in the WRC are at the end of a three-year homologation cycle at the end of 2013, and new cars are expected to bow next year. But developing new racers could cost as much as $4.7 million.
    That price tag would put M-Sport (which fields Ford racers) out of the WRC game for 2014 and would put Citroën participation in question as well. VW has already begun work on the next iteration of its Polo R WRC, and the hatch has nabbed four wins in six rounds this season. Now it appears that car won't bow until at least 2015. The FIA has officially agreed to freeze homologation of new WRC cars until the end of next season.

    Volkswagen's 261-mpg hand-built XL1 headed for Geneva

    After years of rumors, development and testing, the Volkswagen XL1 is finally about to become a reality. The project that began life as a daring 1-Liter concept car in 2002, will finally get its production-ready curtain call at the Geneva Motor Show in just a few weeks.
    As soon as it hits the streets, the two-seat XL1 will instantly become the most fuel-efficient and most aerodynamic production car in the world. The car uses a plug-in hybrid system to achieve mind-blowing consumption of just 0.9 liters of diesel fuel consumed every 100 kilometers (and average of roughly 261 miles per gallon). Plus, the XL1 can go up to 50 kilometers on its battery power alone. Coefficient of drag is a miniscule 0.189, thanks to a tiny frontal area and an obviously slippery shape.
    XL1 power comes from a two-cylinder diesel motor connected to a seven-speed dual-clutch gearbox, while the 20 kW electric motor is fed by a lithium-ion battery. Both combine to give the XL1 performance figures that are, while not stirring, not shabby considering its extreme frugality: 0-62 miles per hour comes up in 12.7 seconds and top speed is nearly 146 mph.
